- DRAFT SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Health Care System Bay Pines FL, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Intercom system replacement and repair. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238990. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. If you have any questions concerning this opportunity please contact: Sean Cusack APPENDIX 1: Purpose and Objectives The replacement of the OR Intercom System at the Bay Pines VAHCS operating room suite, 2nd floor, building 100, Bay Pines FL. The current clinic has 9 operating rooms. This system is about 25 years old and drops out periodically for reasons unknown and we have no parts to repair it. Replacement of this equipment is warranted given its usage and age. The stations and central equipment will be replaced and the existing wiring and back boxes will be reused. Except for the addition of one station, this is simply a Stentofon equipment upgrade from the old system called Pamex MPC to a new system called Alpacom E7. The equipment requested is 9 OR wall stations, 4 Wall Masters, 1 Wall Sub Master, 6 Desk Masters, 1 Page Adapter, and 6 Receptacles plus labor for installation. A vendor used to replace the existing system should have the following important specifications: must utilize existing back boxes; must utilize existing conduit and wiring; must be bi-directional; must cover all existing locations; must allow the master location to remain unchanged; must be able to do work on the system only after normal business hours and on weekends. The best possible solution that will disturb patient care the least is to have the current system replaced by newer equipment from the same manufacturer who will re-use the existing wiring. Using this method to resolve the issues with the intercom system will aid in reducing the length of time the project will take making it a less patient and clinician disruptive process. Our healthcare providers can serve our patients better with less disruptions, this is especially true in high risk areas such as our surgical suite. This solution is also more cost effective than alternative solutions in that existing back boxes, wiring, and conduit will be reused which relieves us of having to purchase these components and the labor to install them. Standardization on equipment exactly as now used, or similar in use, is a matter of patient safety and costs. If physicians, nurses, and technicians are able to use the same or similar systems, when practically possible, they can eliminate any learning curves associated with using new systems which reduces delay in normal patient care.
