PSC - INL Senior Border & Counter IED Advisor for INL/CAP, Washington, DC Issuance Date: 07/05/2012 Closing Date: 08/05/2012 SOLICITATION NUMBER: PSC-12-051-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Senior Border & Counter IED Advisor, INL/CAP 6. MARKET VALUE: $89,033 - $136,770 (GS-13/14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four additional option years available 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: The Office of Criminal Justice Assistance and Partnerships (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the US Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police development programs globally. Currently, INL/CAP employs subject matter experts in the areas of police, corrections and rule of law; but not border control practice and security. While other USG entities focus primarily on counterterrorism, chemicals, and commerce issues, INL/CAP is interested in other border issues, such as, trafficking in persons, trafficking in weapons, trafficking in drugs, human rights issues, corruption of the criminal justice and security system, and threats to the region. Purpose: The main purpose of this position is to provide subject matter expertise to the entire INL bureau,, on international customs and border control practices. Working with high level government officials, the incumbent will play a central role in helping to develop the customs and border safety/security related models. Duties and Responsibilities: The Senior Border Advisor will report to the Police Team leader INL/CAP and: 1. Provide advice on wide-ranging policies and technical customs and border control matters related to U.S. participation in international security and capacity building. 2. Provide analysis and implement programs to combat IED precursors and cross-border smuggling. 3. Utilize U.S. customs and border control experience and knowledge in areas such as organizational development, training and career development, operational planning, ethics and corruption, internal affairs, crowd control, proper use of firearms, defensive tactics, tactical progression, etc. to help develop concepts of operations, programming elements, and implementation strategies for INL. participation in customs and border control capacity building efforts. 4. Provide expertise/advice to the entire INL bureau on the design and implementation of customs and border control training overseas. 5. Serve as an senior technical advisor to program managers with respect to broad range of complex customs and border control issues, including border crossing points, immigration and customs, investigations, and any other issues based on the incumbent's professional customs and border control, management, and training experience/expertise. 6. Help identify and recommend expert instructors for related customs and border control training. 7. Liaise and coordinate with other nations' governments and security forces to better understand local customs and border control needs, capabilities, and capacities to help develop appropriate assistance/training programs. 8. Provide guidance to other PSCs and contractors in the field during assessments and authorized activities. 9. Assist in developing, designing and implementing customs and border control training courses, desired end-states, standard operating procedures, and doctrine/policies related to customs and border control. 10. Design new customs and border control/safety/security programs as needed in coordination with the USG and other international partners. 11. Travel overseas to and within countries that are considered dangerous or unhealthy or other adverse environment. 12. Other duties as requested and assigned by the INL/CAP Office Director. Minimum Qualifications: 1. Citizenship: Must be a U.S. Citizen with capable of obtaining a Department of State secret security clearance. 2. Education: Must possess a Bachelor's degree from an accredited institution, preferably in criminal justice/law enforcement field. 3. Computer Skills: Must have a good working knowledge of MS Office Suite and demonstrate an ability to put together training materials in MS PowerPoint. 4. Work Experience: o Must have at least 10 years of professional full service customs and border control experience; o Must have a record of progressive increase in responsibility at the mid-management level or higher; o Must demonstrate ability to manage projects and personnel; o Must demonstrate experience in designing, general planning, evaluating, analyzing, and implementing government programs; and o Must have been working on a job related assignment with a full service customs and border control mission within the past 8 years. 5. Communication: Must demonstrate excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences Preferred Qualifications 1. Demonstrated knowledge of customs and border control worldwide 2. Demonstrated knowledge of human rights, trafficking in persons and arms, immigration, checkpoints and border crossing, and corruption issues. 3. The ability to conduct analysis of high threat concerns for both points of entry and the areas between points of entry. 4. The demonstrated ability to function effectively in adverse situations and difficult environments. 5. Prior experience working with INL or on INL programs. Level of Effort The position is full-time, with a minimum of 40 hours per week, 8:15 am to 5:00 pm, M-F. Position Location The position is located in Washington, D.C. The duty station is 2201 C Street, NW, Washington, DC 20520. Work hours 0800 - 1700, Monday - Friday. Travel Frequent domestic and international travel, often for long periods of time, will be required. Travel may be to underdeveloped or danger post areas. Evaluation Criteria: 1. Knowledge -Professional knowledge and expertise in modern techniques, operations and related functions of points of entry and border enforcement, and a background in customs and immigration practices. (25 points) 2. Specialized skills - Ability to provide analysis and implement programs to combat IED precursors and cross-border smuggling.(20 points) 3. Leadership and Interpersonal Skills -Must have successful supervisory and leadership experience in a multicultural environment; must demonstrate ability to multitask, make sound decisions, and facilitate effective project management. (15 points) 4. Communication - Ability to communicate effectively both orally and in writing, including ability to communicate solutions easily to both technical and non-technical audiences. (15 points) 5. Advise- Ability to advise and provide guidance and to a wide range of people on complex customs and border protection issues. (15 points) 6. International Experience - Ability to liaise with members of relevant USG agencies, Host National representatives, and the international community in developing and coordinating border security-related programs. (10 points) E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
