Description
The National Park Service, Department of Interior, is soliciting quotes from firms having the capability to provide the item(s) listed below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) website at https://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective bidders desiring to conduct business with DOI are requested to register at the National Business Center. Bidders wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at https://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Issue Date: July 5, 2012 Closing Date: 2:00 pm August 3, 2012 Solicitation Number: P12PS21032 Title of Requirement: Metal/Steel Storm Shelter Description: This requirement is for the purchase and installation of 1 each Metal/Steel Storm Shelter (including foundation) to be installed at Wilsons Creek National Battlefield, 6424 W. Farm Road 182, Republic, MO 65738-9514. SHELTER REQUIREMENTS: 1) Must be able to hold a minimum of 16 persons. 2) Minimum dimensions of 8' x 10' x 6'4" tall. 3) 36" steel door. 4) Must be able to withstand a Fujita Scale FE-5 tornado. 5) Must be able to withstand 3 second wind gusts of 250 mph. 6) Walls, doors, and ceilings must be able to withstand peak wind gusts without buckling or separating. 7) Must be able to withstand a 15 lb. 2 x 4 wooden board propelled at 100 mph (250 mph wind speed equivalent). 8) Shelter must have a protected ventilation system with air vent deflector covers to keep out flying debris. 9) Must provide a minimum of five square foot floor space for each occupant. 10) Door must open inward to prevent entrapment and have three 1" steel door latches to hold the door securely shut. Each latch will withstand 20 tons of pressure. Each of three hinges will have a removable pin for easy door removal. Each hinge will support over 4000 lbs. of weight. 11) Shelter must be water tight and resist flotation due to saturated soil. 12) The shelter cannot overturn or slide. 13) The shelter must be anchored with three-fourths inch Hilti/Redhead anchor bolts set 13" apart. FOUNDATION REQUIREMENTS: 1) Concrete slab must exceed the shelter dimensions by one foot on all sides. 2) A concrete footer must extend around the full periphery of the slab and be 2' deep and 18" wide. 3) Concrete slab must be a minimum of 6" thick and be reinforced with 1/2" rebar on 8" centers throughout the slab. The storm shelter must be properly tested and engineered to withstand an EF-5 tornado and meet all codes and guidelines set forth by the National Storm Shelter Association (NSSA), the International Code Council, and FEMA's engineering standards. Shelter must be certified by NSSA. Shelter must be anchored to an on-grade concrete slab that meets or exceeds FEMA recommendations and engineering standards and codes from the International Code Council (ICC-500) for depth and footing type. Installer must provide a certificate of installation affirming that all codes and regulations were followed. Type of Procurement: A firm-fixed price contract will be awarded as a result of this solicitation. Estimated Delivery Date: 60 calendar days after receipt of award.
