Description
This is a Notice of Intent to award a non-competitive contract to the Home Fire Sprinkler Coalition located at 21200 South LaGrange Road, Box 300, Frankfort, Illinois 60423. The mission of the United States Fire Administration (USFA) is to implement programs that reduce the loss of life and economic impact from fire and related emergencies, through leadership, advocacy coordination and support to fire service organizations. USFA serves the Nation, in cooperation with Federal agencies and in partnership with the fire protection and emergency service communities. Providing educational resources on residential fire sprinklers is one way to help reduce the loss of life and the economic impact of fire. The purpose of this requirement is to address the educational needs of firefighters, the public and homebuilders in regards to residential fire sprinklers. Each year approximately 2,500 people die in fires and 13, 000 are injured in the U.S. Fire losses total $2.5 billion annually. Residential fire sprinklers can significantly reduce this number. There is a need for educational programs for the public, homebuilders and firefighters regarding residential fire sprinklers. Home Fire Sprinkler Coalition (HFSC) is a trusted fire safety partner and independent public safety advocate, developing and sharing free noncommercial, ready to use educational materials regarding residential fire sprinklers. HFSC is a non-profit organization and is qualified to deal with residential fire sprinkler education and fire safety on a national level. They are the pre-eminent national organization training the fire service on residential fire sprinklers. HFSC develops educational strategies for fire safety education, conducts public outreach and awareness campaigns and strives to make residential fire sprinklers a public policy and priority. This effort will assist in educating firefighters on residential fire sprinklers. This project will improve firefighter understanding of life saving value of residential fire sprinklers, with hands on training and instructional video on residential fire sprinklers which will be located at the National Emergency Training Center in Emmitsburg, Maryland. In performance of this purchase order, Twenty five qualifying U. S. fire departments previously enrolled in the Built for Life program will be selected by the HFSC, based on applications submitted that demonstrate the fire departments ability to educate firefighters and the public. Each recipient will receive from the contractor a demonstration kit for the construction of the two (2) side-by-side burn rooms and "how to" information for conducting a residential fire sprinkler side-by-side educational demonstration. These events will show the benefits of residential fire sprinklers to the firefighters and the public by demonstrating the effectiveness of residential fire sprinklers. A final report will be submitted to the USFA containing, but not limited to, details regarding the approximate number of firefighters and public individuals participating in these demonstrations, lessons learned, information generated by any media coverage (TV, newspaper, etc.), participation by groups or other organizations, and any other related feedback from participants. In addition an interactive video related to the miniature residential sprinkler house display located at the National Fire Academy, Emmitsburg, Maryland, with closed captioning and educational handouts on residential fire sprinklers. This interactive video will be incorporated into a kiosk for use by students attending classes at the National Fire Academy. The Federal Emergency Management Agency (FEMA) determined that the HFSC is uniquely qualified to perform this work. Interested organizations may submit their capabilities and qualifications to provide these services via email to Jane Huwig-Leister no later than 11:00 a.m. eastern standard time on July 20, 2012. Email address for receipt of capabilities and qualifications is jane.huwigleister@dhs.gov Interested organizations must demonstrate their involvement in the Built for Life program as well as experience in managing and working with U.S. Fire Departments on similar projects. In addition interested organizations must be capable of providing specifications for a demonstration kit for the construction of the two (2) side-by-side burn rooms and "how to" information for conducting a residential fire sprinkler side-by-side educational demonstration to be provided to Fire Departments accepted to participate in the program. Capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
