Description
The U.S. Army Contracting Command-New Jersey, Picatinny Arsenal NJ, 07806-5000, in support of the PM Guided Precision Munitions and Mortar Systems (PM GPM2S), Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources capable of the manufacture and delivery of fifty (50) Extraction Tool Assemblies (ETA) for XM395 Cartridges in accordance with the associated Technical Data Package (TDP). The US Government anticipates soliciting offerors for award of a firm-fixed price contract with a basic quantity of approximately fifty (50) ETA for XM395 Cartridges. The government will require the contractor to conduct a 100% physical configuration inspection on a first article sample of two assemblies. In addition, the USG will require delivery of the first article sample, certificate of conformance and inspection reports 30 days after award for approval and acceptance. Finally, the USG will require delivery of the remaining 48 units 90 days after approval of the first article. A brief description of the ETA for XM395 Cartridges is as follows: The ETA is used to extract a live XM395 cartridge from a mortar tube in the event the propulsion system of the mortar cartridge fails to function. The Extraction Tool Assembly is primarily a 120mm diameter 1018 Carbon Steel or equivalent body with spring loaded steel parts used to capture, secure and extract the mortar cartridge. The ETA has previously been machined from 122mm billets of 1018 Carbon Steel. The ETA piece parts are all mechanical and do not contain any electronic components. Offeror's capabilities must include a description of the facilities, equipment, processes, and materials the interested party intends to use in the fabrication, assembly and inspection of the extractor tool assemblies; a description of the abilities of the interested party in applying finish number 5.3.1.2 of MIL-STD-171; and any prior experience of the interested party with government contracts. Interested firms with the capability of providing the ETA should provide, at no cost to the government, a summary of their firm's past experience, capabilities, CAGE Code, size of business (small or large business), storage facilities, description of facilities and personnel to meet these requirements, equipment, tooling, processes, quality control of material and process, packaging, palletization and any other areas of expertise that may enable them to undertake efforts of similar complexity and magnitude no later than 4:00pm on 25 July 2012 by electronic mail to: Ms Deborah Olivieri deborah.olivieri1@us.army.mil and SSG Mario Thompson mario.d.thompson@us.army.mil. Telephone inquiries will not be accepted. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. All information submitted will be held as contractor propriety data. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
