- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), intends to award a sole source contract to Thermo Scientific Portable Analytical Instruments, Inc., (Thermo Scientific) 46 Jonspin Road Suite 1, Wilmington Massachusetts, for the purchase of (1) Niton FXL 950 Mining Analyzer (Niton FXL 950). The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The Niton FXL 950 will be used for the measurement of a wide range of metals in tobacco samples. The Niton FXL 950 is a medium sized portable X-ray Fluorescence Instrument that is capable of giving the metals value for a wide range of elements at the accuracy required for the DLS's planned experiments. The Niton FXL 950 system can detect 40 critical elements including metals that are carcinogenic (As, Cr, Cd, Cr, Co, Ni), toxic (Pb, AI), biologically active (Cu, Fe, Mo, Zn) and those that act as markers for other ingredients used in tobacco products (Ag, Pd, Si, Mg). The Niton FXL 950 is optimized for the analysis of high Z elements (like Ba, Sb, and Cd) and low Z elements (like Mg, Al, and Si). In addition, the Niton FXL 950 contains a helium purge unit that improves light Z element detection by as much as a factor of 2, or reduces the LOD by 50%. The Niton FXL 950 also has a Geometrically Optimized Large Area Drift Detector (GOLDD) to improve the speed of measurement of all elements. This feature is necessary to help the DLS increase its efficiency and meet its research time-requirements. Thermo Scientific is the sole manufacturer of the Niton FXL 950. Therefore, Thermo Scientific is the only source for this requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Thermo Scientific. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide this equipment to Vallerie Redd VIA EMAIL ONLY at gfj3@cdc.gov with the solicitation number 2012-Q-14728 referenced in the subject line NO LATER THAN July 20, 2012. The Contracting Officer will not respond to verbal requests. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
