- The Office of Personnel Management (OPM) intends to issue a Request for Proposals (RFP) to solicit offers from entities to provide Customized Human Resources Solutions (CHRS) Services. The solicitation is expected to result in multiple awards of firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts. The period of performance for the resulting contracts are expected to be a one (1) year base period and four (4) one (1) year option periods. OPM is contemplating awarding a total of approximately thirty (30) to thirty five (35) contract awards as a result of the solicitation. This solicitation shall utilize full and open competition with a partial set-aside of the total thirty (30) to thirty five (35) awards for small business whose proposals are technically acceptable. Up to seven (7) awards are reserved for small business contractors, up to two.(2) awards are reserved for contractors in the SBA HubZone program, up to two (2) awards are reserved for women owned businesses, up to two (2) awards will be reserved for contractors participating in the Service Disabled Veteran Owned Small Business (SDVOSB) Program and up to two (2) awards will be reserved for 8(a) firms. Contractors to perform the contract as small business joint ventures shall use the procedure described at the Small Business Administration (SBA) website. The SBA URL is www.sba.gov, and the keyword search is Joint Venture and or MentorProtage. As result of OPM's research into the categories of training/learning and human capital solutions needed over the next five years, and in light of OPM's program objectives, OPM has identified two Key Service Areas in which to award task orders. The contractor shall provide the following types of customized solutions for each Key Service area as directed in individual task orders: 1. Customized training/learning solutions: • Front-end analysis and diagnostics to determine optimal training/learning intervention solutions that will resolve customer performance problems and meet goals and objectives. • Responsive, innovative training/learning solution design that ensures requirements traceability and effectively controls the solution development effort. • Developed training/learning solutions using cost-efficient, schedule-responsive processes and industry best practices. • Implementation of the developed training/learning solutions. Solutions may be comprised of or include components which have not been previously developed under the VMB contract. • Evaluate, measure, and validate the effectiveness of the delivered training/learning solutions. • Training implementation and program management office (PMO) support at the individual course delivery level. • Program Management Office (PMO) support at the major training/learning program or enterprise level, to include such activities as web-hosting, HRIT systems support, and administrative infrastructure support for planning and scheduling training/learning events for such enterprises as training departments, corporate universities, school houses, and human resources departments. PMO support may not be extended to non-training/learning activities and functions. 2. Customized human capital solutions: • Comprehensive front-end requirements analysis and diagnostics to determine the optimal human resources intervention solutions that will align human resource management with an agency's mission to ensure the management, appraisal, compensation and retention of a high-quality and diverse workforce. • Responsive, innovative human resources solutions design that ensures requirements traceability and effectively controls the solution development effort. • Developed human resources solutions using cost-efficient, schedule-responsive processes and industry best practices. • Implementation of the developed human resources solutions. • Evaluate, measure, and validate the effectiveness of the delivered human resources solutions. • Human resources PMO support, to include such activities as program analysis, stakeholder coordination, program status reporting, special topics reporting, capital asset planning and management presentations. Such PMO support will not be offered under this key service area for program offices with missions other than human resources management. It is desired that offerors submit proposals for both of the key services areas above but not required. OPM intends to post the RFP on or about July 13, 2012. Contractors are reminded to monitor Federal Business Opportunities website as the aforementioned solicitation release date is subject to change.
