Attachment 2 - Wage Determination WD 05-2419 (Rev.-16) Cranes and Hoists Amendment 0002 - FA8601-12-R-0005 ***** The purpose of this Amendment 0002 is to incorporate the latest Wage Determination WD 05-2419 (Rev.-16) to the Solicitation. All other terms and conditions of the Solicitation will remain the same. ******** ****** The purpose of this amendment is to do the following: 1.) Change the folowing CLINs to Time & Material CLINs: 0002, 0003, 0006, 1002, 1003, 1006, 2002, 2003, and 2006. CLINs 0001, 0004, 0005, 1001, 1004, 1005, 2001, 2004, and 2005 will remain Firm Fixed Priced CLINs. 2.) Change the Period of Performance and CLIN descriptions for the following CLINs: 0001, 0002, 0003, 0004, 0005, 0006, 1001, 1002, 1003, 1004, 1005, 1006, 2001, 2002, 2003, 2004, 2005, and 2006. 3.) Cancel the following CLINs: 3001, 3002, 3003, 3004, 3005, 3006, 4001, 4002, 4003, 4004, 4005, and 4006. Please do not submit pricing for these CLINs on the 1449. These 2 option years have been removed completely from the bid schedule Exhibit A. 4.) Provide updated bid schedule Exhibit A. Please fill out and include when submitting your Final Proposal Revision. This updated 1 year base + 2 one year option bid schedule is included in this amendment to the solicitation. 5.) Add Time and Materials Clauses to the solicitation: 52.243-3 - Changes - Time and Material or Labor Hours and 52.232-7 - Payments Under Time and Materials and Labor Hours Contracts. 6.) Please note the price for CLINs 0006, 1006, and 2006 will be $20,000 yearly. These prices are already included in the bid schedule, please use the value of $20,000 on the 1449 when submitting Final Proposal Revisions. 7.) The Period of Performance for this acquisition will be a base 1 year contract + two 1 year options. The Periods of Performance will be as follows: Base Year - 1 October 2012 - 30 September 2013; Option Year I - 1 October 2013 - 30 September 2014; Option Year II - 1 October 2014 - 30 September 2015. The Final Proposal Revisions will be due No Later Than 04:00 PM (EST) on 12 July 2012. ********** ASC/PKO, Wright-Patterson AFB, Ohio, is hereby issuing a competitive solicitation, FA8601-12-R-0005, for a firm fixed price contract with a base period of 15 May 2012 through 30 September 2012 and four one-year option periods for Cranes and Hoists Inspection, Maintenance, and Repair at Wright-Patterson Air Force Base in Ohio. Closing date for this requirement is NLT 03:00 PM (EST) on 20 March 2012. This acquisition of services is 100% Small Business set-aside. In order to qualify for this program, an offeror must be a certified small business prior to the closing date of the solicitation. The North American Industry Classification System (NAICS) code for this acquisition is 811310. The size standard is $7.0 million. A pre-bid site visit will be conducted at Wright-Patterson AFB, OH on Friday, 24 February 2012 at 10:00 A.M., Eastern Daylight Savings Time (EDST). The details of this Site Visit are as follows: 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) (a) A pre-bid/pre-proposal conference will be conducted at Wright Patterson Air Force Base, Ohio on 24 February 2012 at 10:00 a.m. All interested parties shall meet in the parking lot outside the Hope Hotel, building 823, Area A (Locataed off-base just prior to entering the security checkpoint at Gate 12A, The AFMC Headquarters Complex gate), Wright Patterson Air Force Base, Ohio 45433-5000. Everyone should congregate near the door to Packy's Restaurant. Bus transportation will be provided from that point. At the conclusion of the site visit, you will be returned to this parking lot to retrieve your automobile. The purpose of this site visit will be to tour the base and show various locations as a representative sample of what will be covered on the contract. The bus tour will include stops at various locations in Area A and B at Wright Patterson AFB. All participants are required to assembly in the parking lot outside the Hope Hotel no later than 9:45 a.m. Gate 12A is located directly off of State Route 444. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 27 February 2012. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. The Request for Proposal (RFP), the Performance Work Statement (PWS) and all other related documents are now available at http://www.fedbizopps.gov.
