Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS), National Center for Translational Therapeutics (NCTT) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Pierce Biotechnology Inc, 3747 N Meridian Road, PO Box 117, Rockford, IL 61105 or the purchase of one (1) Cellomics VTI Live Module. BACKGROUND The Tox 21 program is part of the National Center for Translational Therapeutics (NCTT). One goal of the Tox21 program, as part of the NCTT, is to incorporate and develop High Content Screens (HCS) in parallel and/or in conjunction with the center's well-established quantitative High Throughput Screens (qHTS) for cell based toxicity. HCS will enable confirmation of true positive hits obtained from the qHTS. HCS allows NCTT to acquire spatially and/or temporally resolved information on a biological event and will automatically quantify the results. SOLE SOURCE JUSTIFICATION Currently, High Content Imaging for the Tox21 program is being done on the ArrayScan VTI, which provides the latest high content imaging technology which will allow quicker read times, "on-the-fly" data analysis and accurate data analysis with their asy-to-use software package. To expand the HCS capabilities of the Tox21 program, NCATS will purchase a live-cell module for the ArrayScan VTI. This module offers complete quantitative, kinetic and live-cell imaging and analysis. It offers full control of temperature, CO2 and added humidity to maintain cell health and viability, ensuring more reliable results. This module is compatible with all Cellomics BioApplication image analysis modules and has a proprietary cell tracking algorithm that monitors individual cells over seconds, minutes, hours or days. The software tracks the position of each cell and computes motility measurements such as persistence, displacement, velocity, acceleration and directionality on a cell-by-cell or well-by-well basis. In addition, it also can produce kinetic calculations and curve fits and rate constants for any measurement taken. Addition of this module will be completed in the field by Cellomics engineers. Array Scan maintains comprehensive control and integrity of the data generated by the system, including; automated transfer of images and data to the storage server; search-ability; links between the image, well-level, and cell-level data; and recall and reanalysis of the data, images, and metadata directly from the database. As soon as a run is complete, data can be viewed in graph format, without the need to export to excel to analyze (what we have to do now). EC50s, Z', CVs, CBPI, RI, etc. are calculated automatically. In summary, The Array Scan has been the leading High Content solution and will greatly improve the high content imaging capabilities of the Tox21 program. This request is to upgrade the existing equipment currently in use by this vendor. This vendor is the only known source for this upgrade as parts and accessories must be compatible with existing equipment in order to maintain the current warranty that is in place. Delivery Date: 4-6 After Receipt of Order This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 325412 and the Size Standard is 750 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing synopsis number NHLBI-CSB-(TR)-2012-208-RSF may be submitted by mail to the National Heart, Lung and Blood Institute, Office of Acquisitions, 6701 Rockledge Drive, Suite 6145, Bethesda, MD 20892-7902, Attention: RashidaFerebee, by fax transmission to (301) 480-3345 or by email to ferebeers@nhlbi.nih.gov.
