Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Brooks Automation, Inc., 14100 Danielson Street, Building 100, Poway, California, 92064 for the purchase of a service contract for the maintenance and repair of the A3+ Store and Tube Auditor. Background/Description NCATS is requesting a renewal, service contract for NCAT's A3+ Store and Tube Auditor that is currently in use. The A3+ Store and Tube Auditor technology is exclusive to this vendor and cannot be supplied by any other source. The A3+ Store is a -20 degrees Celcius freezer unit and robot that houses the entire stock solution and powder libraries of the center. This instrument is integral to the compound management group as it the primary storage unit for the compound collection and is used daily. The Tube Auditor is a robotic scanner and camera that calculates the remaining volumes of used solutions. It is an integral component as it keeps our database updated with current volumes of solution stock. The service agreement shall include: -A fully comprehensive service contract that will provide coverage for Brooks parts, labor and expenses over a 12 month period. -Routine preventive maintenance visit(s). Preventive maintenance covers the Equipment, including the robot(s) and robot end effector(s). Routine preventive maintenance visits shall be scheduled at mutually acceptable dates. -Priority technical telephone support, support desk and direct access to Brooks Support Services via dedicated Support Services telephone numbers, e-mail and the Internet. Support Services response times, including escalation process and severity response. -Prompt site attendance in cases of emergency, i.e. Equipment breakdown. -Replacement of faulty Brooks designed and supplied parts. -Annual review of the Equipment. -Discounted rates for additional support. SOLE SOURCE JUSTIFICATION: This request is for a service contract for critical equipment that is currently owned by NCATS. Brooks Automation Inc. vendor does not distribute their service technology and is the sole source provider of service contracts. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 333415 and the Size Standard is 750 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
