Description
Limited Source Justification for Deployments, Operational, and Field Support The Contractor shall perform BSM-E Deployments, Operational and Field Site Support services. The Contractor shall provide instructional support to the BSM-E end-user with standard on-site instruction on the latest BSM-E and EBS software applications. [This training does not supplement formalized BSM-E training, it enhances it by providing training assistance in the specific areas of interest and need to the supported site.] In support of this contract, the Contracting Officer's Technical Representative (COTR) will provide to the Contractor all business requirements and any clarification of such requirements of the requested deliverables as described within this PWS. These deliverables shall be provided and considered as deliverables and accepted upon the concurrence of the appointed COTR. This task order shall include sufficient resources to sustain deployments, operational support reconciliations, field training and follow-on Base Level support activities. 1.4 Scope: The purpose of this PWS is to obtain deployments, operational and field site technical services for the FMD and FMD-E. These services comprise of the following, but are not limited to deployment, operational and field site support for FMD and FMD-E. The Contractor's field technical staff shall possess enhanced knowledge and functional expertise in the following base-level applications: FMD, FMD-E, FES (for reconciliation of DFSP fuels transactions posting to the system of record), DFAMS, OED, PORTS, to include FES PORTS, Bulk PORTS and Ground PORTS for ordering fuel within the DoD fuels procurement process, as well as the EBS System. Working with Information Operations Information Technology (IT), Information Assurance (IA), Local Area Network (LAN) Administrators, and the Configuration Manager (CM), to ensure connectivity and access are acquired for the daily operations and access to the Web to send fuels transactions to the FES. These services shall be performed for all BSM-E and eConvergence locations as directed by Information Operations at Fort Belvoir Contracting Officer's Technical Representative (COTR)/ Contracting Officer (CO). The required services include: Installation, repair and training for BSM-E and EBS (eConvergence) hardware and software deployed to locations utilizing FMD and FMD-E software. This shall include familiarization training for operational requirements, reconciling local ledgers with the FES, ordering fuel using the FES PORTS interface, Bulk PORTS and Ground PORTS, and EBS applications, e.g., Wide Area Workflow (WAWF), Transaction Services, depending on what application is being used at each site. To broaden the customer's knowledge base of the BSM-E and EBS (eConvergence) Program during on-site training, DLA tools shall be utilized and taught. These tools include DLA Energy Web Site for policy and guidance documents and Defense Automated Addressing System (DAAS) site for identifying Department of Defense Activity Accounting Code (DoDAACs). The Contractor shall assist Resource Managers (RM) and Resource Advisors (RA) with account reconciliation and ensuring that inventory accountants receive the knowledge to reconcile their own accounts. The Contractor shall provide documentation and initial training to view Accounting and Budget Ledgers at the FES web in order to facilitate their efforts in reconciling the fuels financial ledgers and matching fuels obligations with the monthly Defense Finance Accounting System (DFAS) fuels bill. The Contractor shall coordinate with base LAN administrators, IA and CM to validate connectivity of FMD and FMD-E to the network. The Contractor shall analyze problems with the LAN, software, hardware, and interface with BSM-E and EBS (eConvergence) BU's to resolve deficiencies. The Contractor shall maintain a government-provided bench stock (government furnished equipment (GFE) of necessary BSM-E and eConvergence equipment items, as listed in Appendix D, to complete the configuration and support of GFE and software shipped to the DFSPs. The Contractor shall provide a quarterly list of bench stock quantities for review by COTR.
