- Description
- The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning a solicitation for the Rehabilitation of the Historic Duvall Bridge located at the Patuxent Research Refuge, Laurel, Maryland. This solicitation will use a multi-step technical evaluation/proposal process as outlined in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a 'Best Value Continuum'. The project consists of rehabilitating the 87¿ long Duvall Bridge which is eligible to be listed on the National Register of Historic Places. Work consists of, but not limited to: replacement of the timber deck, the truss bottom chords¿, all gusset plates in contact with bottom chord, and all of the flooring system which is composed of steel floor beams, steel stringers, steel channels, and steel angle lateral bracing. The estimated magnitude of construction for this project is between $250,000 and $500,000. The NAICS is 237310. This procurement is unrestricted. As part of the first step, which is the technical evaluation process, interested firms shall submit, in writing, their qualifications based on listed requirements below. Those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall submit a narrative addressing the following qualification factors. These qualification factors will be used to evaluate each submission. The qualification factors to be address in writing are: 1) Past Performance (40%); submit a minimum of six (6) bridge rehabilitation projects undertaken within the last ten years, with three projects being historic bridge repair projects. The following information shall be provided for each of these projects: a.) Project name; b.) Original budget; c.) Change orders; d.) Summary of work (including any work performed in accordance with the Secretary of Interior¿s Standard; e.) Date of completion; and, f.) Client name, address and phone number; 2) Multi-discipline experience in working similar projects, with an emphasis on bridge rehabilitation and repair (25%); 3) Ability to provide projects on time and within budget. (25%); 4) Experience in working on projects under difficult conditions (i.e. remote location/confined areas (10%) Firms desiring consideration should submit two (2) copies of their resume (addressing the qualification factors outlined herein) and all other appropriate information as described above to: U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Gary M.
