- SOW in.pdf RFQ for Fill-in This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This purchase is a 100% small business set-aside. This Defense Microelectronics Activity (DMEA) Request for Quote (RFQ) announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code is 238990 and the size standard for this requirement is $14.0 million. The RFQ reference number is H94003-12-T-1203. DPAS rating is DO-C3. Offerors Quotes are due to the Defense Microelectronics Activity (DMEA) contracting office by 3:00pm (PST) on August 6, 2012 and will be electronically sent by email to Ed Kurjanowicz at edward.kurjanowicz@dmea.osd.mil. Quotes shall be valid for a minimum of 60 days. All Quote documents will be emailed in 12 point Font and Adobe.pdf format. A pre-award survey meeting on 12 July 2012 at 10:00am (PST) is set-up at DMEA's Building 620, 4234 54th Street, McClellan, California 95652 for those Offerors who wish to survey the project site prior to providing Quotes. Offerors need a valid state driver's license to attend for identification purposes. It is not necessary to attend to provide a Quote to this RFQ. The Defense Microelectronics Activity (DMEA), 4234 54th Street, McClellan, California 95652 (Sacramento, CA) currently has a large metal sliding gate at its main building (Bldg. 620) entrance. To enhance building security while maintaining pedestrian flow, safety, and aesthetics, DMEA requires a New, black powered coated, Covered Access Control Station to replace the existing sliding gate. This design/build/install project includes: two full-height, 36 to 39 inch passageway, straight or curved arm turnstiles (one entrance and one exit); one full-height ADA 42 inch wide handicapped/emergency entrance/exit swing gate (with 24 inch side panel), interconnecting fencing to match the existing 9 foot tall black iron fence and a metal canopy (with like fencing on light color top) over the entire turnstile and gate assembly to protect personnel and equipment from inclement weather conditions. Site preparation including removing the existing gate, minor fencing and end posts, widening the existing gate opening and concrete sidewalk to accommodate selected contractor installed New Covered Access Control Station will be required along with electrical work for DMEA provided and contractor installed two CAC card readers and two intercom with camera units. This will be a firm fixed price (FFP) purchase order. Delivery schedule is 110 days: no more than 90 calendar days for materials delivery (unless manufacturer lead time is longer); and 20 calendar days for site work and complete installation. Please see attached RFQ_H94003_12_T_1203 and Statement of Work (SOW) 12-2C4 Rev 1 for the New Covered Access Control Station requirements, concept pictures, and drawings. Please completely fill-in all underlined blank spaces including each ITEM price, total price amount, signature, payment required, corporate information, etc. in attached, RFQ_H94003_12_T_1203, pages 1 and 2 and include with Quote. If cannot fill-in any underlined blank spaces, please provide reason(s) why. Offerors will provide a concise, professional description of their technical approach/capability and methodology to meet the requirements of above, attached RFQ_H94003_12_T_1203_Rev_1 and SOW 12-2C4 Rev 1. Offerors will describe work of comparable and complexity nature that was accomplished for like, covered access control station projects within the past 3-5 years related to full height single or dual turnstile(s), ADA gate(s), cover canopy(s), and security fencing installation. Offerors will provide a reference for the corresponding past projects described herein including, but not limited to any DoD contract numbers, if applicable. Quotes should meet the delivery schedule above and in attached SOW 12-2C4 Rev 1. If any Offeror cannot meet this delivery schedule, the Offeror will provide reasons why it may or will take longer than above and SOW requirement. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical approach/capability, delivery schedule, and past performance will first be evaluated for acceptability on a pass or fail basis; and (2) Offers passing above provision (1) will then proceed to a best value source selection process where technical approach/capability, delivery schedule and past performance are significantly more important than price when being evaluated. Please see attached RFQ for evaluation clause. All quote requirements can be found in the RFQ, the Statement of Work (SOW), appendices and attachments. This RFQ solicitation and incorporated provisions and clauses are those in effect and current to FAR Federal Acquisition Circular (Fac) 2005-58 and DFARS DPN 20120629.
