- This is a Sources Sought Synopsis; for market survey information only. It is intended to be used for preliminary planning purposes. No proposals are being accepted or requested with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The U.S. Army Corps of Engineers -Kansas City District requires a service contract for Missouri River Recovery Program Professional Services Support. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price type contract. The procurement will result in the award of a firm-fixed price service contract with a base year and 4 option years. The service contract ordering capacity will not exceed $9,500,000.00. The magnitude of the first Task Order is estimated to be between $3,000,000 and $5,000,000.00, with duration between 2 and 3 years. The associated North American Industry Classification System (NAICS) code is 541620 "Environmental Consulting Service". The small business size standard for this NAICS code is $14.0 million dollars per year. Sample of Scope of Work The Kansas City District has a requirement from the MRRP to provide impact analyses, plan formulation, alternatives development, interagency and public scoping meetings, working with the Missouri River Recovery Implementation Committee, developing socioeconomic projections, habitat loss mitigation and listed species recovery plans, and preparing documentation and reports. Reports completed may include feasibility reports, adaptive management plans, watershed plans, and/or environmental impact statements potentially having a high level of controversy and complexity. Work under this contract will include data collection and analysis to assist the Kansas City District in preparing environmental and NEPA related documentation for the MRRP and associated adaptive management plan, and public involvement plan. Work may include developing environmental and socioeconomic impact analyses, environmental plan formulation, landscape-scale alternatives development, facilitating interagency and public scoping meetings, addressing fish and wildlife mitigation and recovery requirements, developing socioeconomic projections, long-range planning, drafting all components of a programmatic habitat loss mitigation and listed species recovery plan and associated integrated NEPA document for the Missouri River, coordinating public and agency reviews and agency responses to comments as well as the development of communication and project management tools in support of MRRP NEPA requirements. Work does not include design and construction elements nor will the work require certification by a registered engineer or architect. If a solicitation is released in connection to this requirement, vendors must be actively registered in the Central Contractor Registration (CCR) database to be eligible for an award. Potential vendors must also complete their online representations and certifications. To do so requires CCR registration, including an MPIN number. This sources sought notice is solely for the Governments use as a market research tool. As such, the issuance of a competitive solicitation or contract is not guaranteed. All responsible sources are encouraged to submit a response to this notice via email on company letterhead no later than July 19, 2012 by 14:00 (CST). Your response to this notice shall be in summary format and shall not exceed five (5) pages. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Ability to work multiple projects at different Missouri River locations. 9. Ability to demonstrate knowledge of current and historic Missouri River Ecosystem processes. 10. Ability to perform programmatic NEPA documentation and other characteristics. Per the direction of FAR 4.5 "Electronic Commerce in Contracting", the Federal Government shall use electronic commerce whenever practicable or cost-effective.
