- Description
- The Defense Logistics Agency Energy (DLA Energy) seeks to identify and obtain information from responsible sources in connection with the privatization of the Electrical Distribution System (NAICS 221122) at Blue Grass Army Depot, Kentucky and the Electrical Distribution System (NAICS 221122) at Fort Campbell, Kentucky. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district, or cooperative utility company or other entity. The conveyance may consist of all right, title, and interest of the United States in the utility system(s). Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. §2688 - Utility Systems: Conveyance Authority. It is intended that privatization will reduce the Government's life cycle costs. The resulting privatization will include the ownership interest, operation, and maintenance of the system(s). The new owner shall operate and maintain the system(s) and provide utility services to the Government. The Contractor shall furnish all management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership and provision of utility services by the use of these utility systems being privatized, including operation, maintenance, repair, upgrades, and improvements to the utility systems. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the utility system(s) new owner's responsibility. This is a Sources Sought Notice (hereinafter "Notice"). This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the November - December 2012 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This Notice shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm ET on August 2, 2012. Responses are strongly preferred via email, but hard copies and facsimiles will also be accepted. If the statement of interest will be provided via hard copy or facsimile, please notify the primary or secondary point of contact listed above in advance to ensure receipt. At a minimum, the statement of interest shall address the following criteria: (1) the installation(s) for which the party is expressing interest (Blue Grass Army Depot, Fort Campbell, or both); (2) capability and experience in the ownership and/or leasing, operation, and maintenance of Electrical Distribution Systems; (3) financial capacity with regard to leasing or ownership interest, expansion, and operation of a utility system; (4) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (5) understanding of the federal, state, and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state for which the utility is located; (6) a primary point of contact, including phone number and email address; and (7) business size (other-than-small, small, or an subcategory of small business) relative to the NAICS code 221122. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. Blue Grass Army Depot, Kentucky Description Established in 1941 as an ammunition and general supply storage depot, Blue Grass Army Depot (BGAD) is located in east central Kentucky, southeast of the cities of Lexington and Richmond, Kentucky. BGAD is now a conventional munitions and chemical weapons storage facility providing munitions, chemical defense equipment and ammunition support to the joint warfighter. It is the Department of Defense's primary center for surveillance, receipt, storage, issue, testing and minor repair for the Chemical Defense Equipment Program. BGAD is housed on more than 14,500-acres composed mainly of open fields and wooded areas used for munitions storage, repair of general supplies, and the disposal of munitions. The Installation has approximately 1,155 buildings, 900 igloos and storage capacity of 3,233,600 square feet. The Installation is used for storage of conventional explosive munitions as well as assembled chemical weapons. The Installation is primarily involved in industrial and related activities associated with the storage and maintenance of conventional and chemical munitions. The tenant organization, Blue Grass Chemical Activity, is responsible for chemical weapons storage at BGAD. Additional installation information may be located at: http://www.bluegrass.army.mil/. Fort Campbell, Kentucky Description Fort Campbell, located ten miles northwest of Clarksville, Tennessee and ten miles south of Hopkinsville, Kentucky, straddles the Kentucky-Tennessee border. Fort Campbell is home to the 101st Airborne Division, the 160th Special Operations Aviation Regiment, and the 5th Special Forces Group. Fort Campbell is housed on approximately 104,630 acres and has approximately 4,412 buildings. Named in honor of Union Army Brigadier General William Bowen Campbell, construction of Camp Campbell began in January 1942. By April 1950, the post had evolved from a wartime training camp to a permanent installation and was renamed Fort Campbell. The post currently accommodates one armored division and various support troops with a total size of 102,414 acres and billets for 2,422 officers and 45,198 enlisted personnel. Fort Campbell is also home to the Sabalauski Air Assault School, named after Command Sergeant Major Walter James Sabalauski. Courses taught include Air Assault, Pathfinder, Pre-Ranger, Jumpmaster Refresher, and Rappel Master. FRIES/SPIES Master courses are also taught. The school is also home to the Division's Parachute Demonstration Team. The Demonstration Team was established in 1958 during the infancy of precision freefall as the Army's first such team. In 1984, the 101st command group opted to form a full-time parachute team, known as the "Screaming Eagles". Fort Campbell currently purchases its electric power requirements from five local electric utility systems at 13 delivery points. The Installation purchases approximately 95.2 percent of Fort Campbell power requirements from the Tennessee Valley Authority (TVA), 4.5 percent from Pennyrile Rural Electric Cooperative Cooperation (PRECC), and the remaining 0.3 percent collectively from Clarksville Department of Electricity (CDE), Cumberland Electric Membership Corporation (CEMC), and Hopkinsville Electric System (HES). All electric facilities located on the Installation are owned and operated by the Government with the exception of the Lee Family Housing area, which is owned and operated by PRECC. Power is also delivered from PRECC, CDE, CEMC, and HES to remote sites located outside of the Main Cantonment area.
