- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USAMRAA intends to make a sole source award to Queen Sirikit National Institute of Child Health (QSNICH) Thailand. The Department of Virology, USAMC-AFRIMS has been tasked to identify and refine strategies for the prevention, diagnosis, and treatment of dengue. This involves a major clinical study performed by Queen Sirikit National Institute of Child Health (QSNICH) (formerly Bangkok Children's Hospital). This involves a prospective study in Bangkok of symptomatic patients hospitalized with acute dengue illness, to define the pathophysiology of severe dengue and improve the evaluation and triage of cases. This project relies on the infrastructure of the QSNICH which provides patient care, X-ray, laboratory, etc. QSNICH will provide services for screening and recruitment, obtaining informed consent, performing medical history and physical examinations, assessing inclusion and exclusion criteria, clinical management, enrollment, data and sample collection, follow-up of study subjects and entering data into source documents and the database. They will also provide support with the interpretation, compilation, presentation and publication of study results. The Queen Sirikit National Institute of Child Health (QSNICH) is the only agency that can provide the services and infrastructure in Bangkok required to support the clinical study of patients with suspected dengue. This project relies on the infrastructure of QSNICH which provides patient care, X-rays, laboratory assays, etc. QSNICH has specialized expertise in treatment of patients with dengue disease in Bangkok. It is the major referral center in Thailand for such patients. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
