Description
RFQ FOR INNOVATION AND HUMAN CENTERED DESIGN WORKSHOPS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: OPM2612Q0039 and is issued as a Request for Quotes (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-57 dated March 15, 2012. The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is restricted, allowing only small businesses to submit proposals. The U.S. Office of Personnel Management's (OPM) mission is to ensure the Federal Government has an effective civilian workforce. In support of its mission, OPM offers leadership development courses and services to Federal, state, local and international governments. OPM has established two leadership institutes, the Federal Executive Institute in Charlottesville (FEI), Virginia; and the Management Development Center's (MDC's) with locations in Shepherdstown, West Virginia and Aurora, Colorado. OPM also offers training at the OPM Headquarters in Washington, D.C. and other cities around the globe. OPM's Management Development Centers (MDC's) provide cutting edge, research-based, interagency Management and Leadership training to government professionals. MDC courses showcase knowledge, skills, and insights from the perspective of government leadership and are linked specifically to OPM's Leadership Competencies and Executive Core Qualifications. They are developmental in nature and are designed specifically for individuals working at defined levels of responsibility. The OPM mission here is to prepare talented individuals for high level responsibilities in government and to ensure that the U.S. public is served by a highly skilled and knowledgeable government. In support of its mission, OPM requires a highly-qualified contractor to provide a two day course on the principles of innovation and human centered design for Federal Government managers who wish to develop the following OPM competencies: creativity and innovation, leading change, conflict management, influencing/negotiating, and team building. The two day course will be offered at least five times from date of award through September 30, 2013. Background information regarding the training offered by OPM can be found at www.leadership.opm.gov. Each seminar will be for approximately 25-30 federal employees from across the government. (OPM) intends to award a Firm-fixed Price purchase order to one or more offerors that represent the best value to the government. The contractor(s) shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Summary of Requirements detailed below. The period of performance is from the date of award through September 30, 2013. Offerors are invited to submit their proposals to OPM-Contracting Group in response to this notice by 12:00 PM Eastern Standard Time (EST), July 13, 2012. Only e-mailed requests for additional information will be accepted at Shannon.Kennedy@opm.gov through 12:00 PM EST, July 6, 2012. Proposals submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Shannon.Kennedy@opm.gov. Communication with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the solicitation and/or exclusion of your proposal from this solicitation.
