- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USAMRAA intends to make a sole source award to Songklanagarind Hospital (Prince of Songkla University (PSU) Hospital) Thailand. The hospital has been conducting ongoing arboviruses surveillance and has proven expertise in this area. The services include all clinical management, sample collection upon the approved protocol and initial laboratory testing. The PSU hospital will provide support for collaborative arbovirus surveillance studies in southern Thailand. They will provide services for screening and recruitment, clinical management, enrollment, data and sample collection of subjects to include obtaining informed consent, medical history, performing physical exams, inclusion/exclusion assessment, immunization, follow-up of subjects and completion of case report form and initial laboratory testing. They will also provide support with the interpretation, compilation, presentation and publication of study results. The Songklanagarind Hospital (Prince of Songkla University (PSU) Hospital) has been approved by IRBs to conduct the surveillance study of hospitalized patients and outpatients to identify arboviruses of medical importance and can provide personnel and facilities to perform this mission essential service. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
