Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA2860-12-T-0092. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-58. This requirement is set aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 813110 Religious Organization with a $7.0 million size standard. Award will be based on Lowest Price Technically Acceptable (LPTA). Written proposals are required (oral offers will not be accepted). Only one contract will be awarded. Period of Performance: 01 September 2015 - 31 August 2016. 4001: Service Non Personal: Contractor to provide Catholic Parish Coordinator work for Base chapel at Joint Base Andrews MD in accordance with the attached Statement of Work, ESTIMATED QTY: 20, UNIT: HOURLY, UNIT PRICE: ____________, NOT TO EXCEED AMOUNT: ___________. Period of Performance: 01 September 2016 - 31 August 2017. Required place of performance is located at Chapel One, 1345 W. Perimeter RD. Joint Base Andrews NAF, MD 20762. The resulting contract will be a firm fixed price. Performance Work Statement (PWS) for Catholic Parish Coordinator 1. SCOPE OF WORK: The contractor shall furnish all labor, tools, materials, and transportation to provide non-personal Catholic Parish Coordinator services in accordance with the statement of work. 2. SCOPE OF RESPONSIBILITIES: The contractor shall work closely with the Chapel Staff and assists the Parish Priest in providing for the daily pastoral care of the Catholic Community. Under the direction of the Wing Chaplain or his or her designee the Contracting Officer Representative (COR), the Catholic Parish Coordinator performs the various duties assigned with sensitivity to the military environment. 3. EDUCATION AND EXPERIENCE REQUIREMENTS: The Catholic Parish Coordinator must: 3.1. Be in good standing with the Roman Catholic Church. 3.2. Must have at least a high school diploma with some college preferred (Business Administration, Secretarial/Computer Skills, Management or English). 3.3. Have a minimum of three years experience as a Parish Coordinator in Catholic Chapels/churches or equivalent and a minimum of three years experience working with worship, liturgies, and rites of the Roman Catholic Church. 3.4. Have an understanding in Catholic spirituality and knowledge of liturgical practices in the Roman Catholic faith. 3.5. Act as Coordinator of the Catholic Community in the emergent absence of a Catholic Chaplain or Parish priest. 3.6. Must submit a resume and provide three references and be interviewed by wing chaplain staff. 3.7. Must possess computer skills with a working knowledge of Microsoft Word, Excel, Outlook, Power Point, SharePoint and the ability in planning, coordination and administration. 3.8. Must be able to work in a pluralistic environment. 4. GENERAL RESPONSIBILITIES: The Catholic Parish Coordinator must: 4.1. Be present and enable pastoral care to the Catholic community, participating in the liturgical life of the Catholic Community, especially for worship. 4.2. Shall have flexibility in work schedule to encompass weekend Masses and key parish functions as needed by the Priest in coordination with the COR at Chapel 1 Bldg 1345. 4.3. Attend Chapel Staff and Catholic Parish Council meetings, and other meetings as requested by the COR in coordination with the Parish Priest. 4.4. Exercise pastoral care for particular aspects of Chapel life as assigned by the Wing Chaplain. 4.5. Personally perform the services or designate a substitute of equal or higher proficiency to perform the services that shall be approved by the COR. Except in emergency situations, the COR shall be notified at least 7 days before such a substitution is necessary. The COR reserves the right to refuse the services of such a substitute if he or she is deemed unqualified under requirements established by the Archdiocese for Military Services. The contractor shall ensure the substitute has completed the required SF85 via www.opm.gov and no questionable data was obtained as a result of the background check before submitting the request. 4.6. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position. 4.7. The Contractor must submit an application SF85 via www.opm.gov for a background check according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks and ensure all volunteers working with youths below 18 years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services. Contractor is permitted to work before completion of background checks, provided the employee is within sight of an individual who has successfully completed a background check when dealing with minors. Questionable data obtained as a result of the background check will terminate the contract. 4.8. Pursuant to AFI 52-105V4, paragraph 1.5.4.13, the Contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs. 4.9. The Contractor coordinates all support requirements with the COR or designated representative. 4.10. As appropriate, the Contractor will, in consultation with the COR or designated representative, develop an annual calendar of events, appropriated fund budget, and core religious education curriculum approved by the Wing Chaplain before purchase. This information is submitted as required by local Chaplain Corps operating procedures. 5. SPECIFIC RESPONSIBILITIES: Contractor will: 5.1. Assist reserve and contract priest as needed in the absence of parish priest. 5.2. Prepare all Catholic bulletins and the petitions needed for weekly liturgy with assistance of Parish Priest. 5.3. Maintain an up-to-date Parish Registration Roster. 5.4. Keep records of pertinent Catholic Parish information on appropriate Air Force forms and provide statistical input for the AF 1270. 5.5. Coordinate and prepare all facility and purchase requests relevant to the Parish. 5.6. Maintain the Parish Calendar with the Choir Director, RE Coordinator and the Parish Priest. 5.7. In the absence of the priest assist in facilitating Marriage Preparation paperwork or Annulment paperwork as needed. 5.8. Assist the Priest in recruiting, training and scheduling of volunteers for lay ministries. 5.9. Prepare sacramental records, Marriage paperwork and Priests Quarterly reports. 5.10. Assist Priest in creating a budget and monitoring fund requests. 5.11. Maintain office hours at Chapel One no more than 20 hours each week and be present at Mass and scheduled classes in coordination with the Parish Priest as part of these hours unless special circumstances prompt additional hours with the approval of the COR. 5.12. Be accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. 5.13. Process all forms required by the Archdiocese for Military Services. 6. GOVERNMENT RESPONSIBILITIES: 6.1. Reviews the contract annually to consider exercise of option. 6.2. Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this SOW. 6.3. The COR or their designee will monitor and inspect the Contractor's performance. The Contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The Contractor will be given an opportunity to respond in writing to any notice of noncompliance. Inspection and Acceptance Terms: Services/Installation of Work shall take place on 01 September 2012. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items for contractor's failure to perform satisfactory services or failure to correct non-conforming services. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. FAR 52.212-2 Evaluation - Commercial Item Evaluation -- Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the Lowest Price Technically Acceptable (LPTA). The offeror will be evaluated on the following factors: 1) Have sufficient amount of computer knowledge to enable the learning of worship presentation software and other programs to be adopted in the future which would be utilized within the Parish Coordinator's position. 2) Shall possess as a minimum a certification in theology or religious studies or related field 3) Have the ability to work in a multi denominational environment. (i.e. Baptist, Methodist, Pentecostal, Church of Christ, etc.) 4) Demonstrate enthusiasm for parish ministry and work with chaplains, contractors, volunteers, and laity. 5) Have at least 3 years recent experience as a coordinator for programs at a local church or chapel. 6) Be able to clearly express the details of basic Christian doctrine. 7) Submit a resume to include certificate and work related references. FAR 52.212-3 "Offeror Representations and Certifications - Commercial Items" applies to this acquisition and offeror(s) must include a completed copy with its offer.
