Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Health and Human Services, National Institute of Health, at the National Cancer Institute, The Division of Cancer Epidemiology and Genetics (DCEG) of the National Cancer Institute (NCI), Office of Acquisitions intends to negotiate a non-competitive contract for one year and four one-year options with the Cancer Hospital/Institute Chinese Academy of Medical Sciences, of Beijing, China. This follow-on will allow for the continued investigation better understand the etiology of upper gastrointestinal cancer and approaches for prevention. The Cancer Hospital/Institute Chinese Academy of Medical Sciences will: (1) follow-up the Nutrition Intervention Trials (NIT) participants and all prior participants in the Early Detection of Esophageal Cancer (EDEC) Project cohorts for vital and cancer endpoints; and (2) maintain the biorepository of existing samples collected and stored from all previously-conducted NIT and EDEC studies and participants. This contract is needed to assess and develop approaches to reduce mortality from esophageal and gastric cancer in this region of north central China where up to 25% of the population dies from these cancers. The unique data are of significant international interest and not available elsewhere. Statutory authority: 41 U.S.C. 253©(1), as set forth in FAR 6.301-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. The Cancer Hospital/Institute Chinese Academy of Medical Sciences is the only responsible source and no other supplies or services will satisfy agency requirements. The contractor is uniquely qualified by virtue of its continued performance over this period of time and is the only source that can provide the services for the following reasons: 1. The Cancer Hospital/Institute Chinese Academy of Medical Sciences is located in Beijing, China and is the only entity that has IRB approval to follow the NIT and EDEC participants. 2. The Cancer Hospital/Institute Chinese Academy of Medical Sciences has a data base with all participants in previously-conducted intervention trials and early detection studies and a biospecimen repository which stores biological samples related to the NIT and EDEC studies. The proposed contract action is for supplies or services for which the Government intends to continue with one source under authority FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for proposals. However, all proposals received will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The capability statement will be considered solely for the purpose of determining whether to conduct a competitive procurement.
