Requirements Doc / Course Listing J&A 6.302-1 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source contract with the Escal Institute of Advanced Technologies, Inc d/b/a The SANS Institute, 8120 Woodmont Avenue, Suite 205 Bethesda, MD 20814 (herein after known as "The SANS Institute") for a Cyber Career Path Program consisting of 38 courses with an American National Standards Institute certification. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541519; Other Computer Related Services. The Cyber Career Path Program (CCPP) is in response to a greater need within the FBI for Cyber investigators with accredited training. The CCPP will support the ever growing need to combat cyber based threats. The curriculum is specifically aimed at Cyber investigators which consist of FBI cyber agents, task force personnel and other FBI employees. The curriculum will consist of 38 courses as attached. The FBI requires that the program offer an American National Standards Institute (ANSI) accredited certification. ANSI provides the International Standard ANSI/ISO/IEC 17024 accreditation program for personnel certification agencies. The process used by ANSI to accredit certification bodies is based on an international standard (ISO/IEC 17011). Adherence to a rigorous internationally recognized accreditation process ensures that the ANSI process conforms to the highest accreditation standard and represents the best practices in certification. An ANSI accredited certification is required to ensure Cyber investigators are trained in the most up to date, highest caliber methods and practices to combat cyber threats. The FBI's requirements are (1) provide all thirty eight courses as attached (not necessarily in name but in subject matter), (2) an ANSI-Accredited certification (3) at locations throughout the CONUS. The courses requested must be Commercially-available Off The Shelf (COTS) in accordance with Part 12 of the Federal Acquisition Regulations. Therefore, the vendor should not proffer courses which are "developmental" or in any way not available at the date of award. The FBI does not require the provider to provide these courses solely to the FBI or at an FBI facility, rather it is acceptable to provide seats on an enrollment basis. Based on market research conducted, the previous year's competition returning only one responsible and a sources sought notice released for a two week period, it has been determined the FBI's requirement can only be provided by The SANS Institute, as no other vendor is capable of providing the Cyber Career Path Program with an ANSI Accredited certification to meet the FBI's requirements. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 4:00 pm, EST, by July 12, 2012, by email to the attention of Todd M. Townsend, Contract Specialist, at todd.townsend@ic.fbi.gov with the subject line: "CCPP Capabilities Statement." Conforming information received will be considered by the technical team, solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Should the Government receive one or more viable quotes, this RFQ will subject to a directed competition between The SANS Institute and the capable vendor(s). Should the Government receive no viable quote(s), the award will be made solely to The SANS Institute. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
