Description
1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation SOF12JSDPR0001 is issued as a Request for Quotes (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. 4) This solicitation is a total small business set-aside. The NAICS is 238310; Size Standard: $14M. 5) DESCRIPTION: To install sound deadening wall acoustic tiles, sound deadening blankets above ceiling in eight (8) offices and replace existing lighting in 4 of the 8 offices in building 3A at Bluegrass Station, Lexington, KY. Scope of Work: ** All furniture must be moved to perform all work and returned as found upon completion. ** Install acoustic blankets above ceiling tiles in rooms 17, 23, 24, 25, 26, 27, 32, 36, and 42. ** Install acoustical panels on all wall surfaces per the following specs: -- Acoustical Solutions Brand, or equivalent, 2-1/8" x 4' x 10' panels -- Color of panels should be dark in order to mask dirt or stains -- All panels will be carved around window and doors that are not designated to be covered over. -- The following doors will have all hardware removed and covered over with acoustic panels: Door between rooms 25 and 26, Door between rooms 24 and 25, Doors between 23 and 24. ** Approximate linear foot of wall tile for each office is as follows: Room 17 ~20 ft,. Room 23 ~ 78 ft, Room 24 ~ 45 ft, Room 25 ~ 45 ft, Room 26 ~ 45 ft, Room 27 ~ 65 ft, Room 36 ~ 51 ft ** Remove existing lighting and re-install new T-8 Lights. Number of lights needed is as follows: Room 23 - 5 ea, Room 24 - 3 ea, Room 25 - 3 ea, Room 26 - 3 ea and Room 14 - 16 ea. ** Paint wall facing Government parking lot in room 27 using the standard Facility color: Brand: Town & Ranch, Color: Sand Drift, Finish: Eggshell, or equivalent Installation will conform to all applicable State, Local, and Federal, Electrical Code and Fire Code Regulations. Subcontractor must be licensed and certified in Kentucky to perform all related work. All personnel working on-site must be US citizens. All work is to be performed during normal business hours (8:00am - 4:30pm EST). All quotes shall be be broken out to show labor and material cost. The contractor will be escorted during the performance of this requirement. The contractor shall schedule all work through the Contracting Officer. 6) Offeror must be registered in the Central Contractor Registration (CCR) database before award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. 7) Date and Place of Delivery: 60 days after date of award, Blue Grass Station, Lexington, KY. NOTICE OF SITE VISIT: A site visit will be held on 3 Jul 2012 9:00 AM EST. Prospective offerors are encouraged to attend the site visit to ensure the scope of work is understood. The Offeror acts at his/her own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of failure to attend. In no event will a failure to attend the site visit constitute grounds for extending the solicitation closing date and time or a claim after award of the contract. Attendees should allow sufficient time to obtain entrance to Bluegrass Station. Delays encountered at the gate entrance will not delay the site visit start time. To attend the site visit, offerors must email Gina A. Baquero at gina.baquero@sofsa.mil no later than 29 June 2012 3:00 PM EST with the following information: Full name, Company name, email and phone number. Specific details of the meeting place will be sent to the registered contractors via email on 2 Jul 2012. 8) FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this solicitation. 9) This solicitation incorporates FAR 52.212-2, Evaluations of Commercial Items. Award will be made to the lowest priced technically acceptable offer. The government reserves the right to make award on the initial offer received without discussions. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with Alternate I with their offer.
