- The Department of Health and Human Services Office of the Inspector General (DHHS/OIG) intends to negotiate on a sole source basis with Cellebrite USA, Corp Located at 266 Harristown Road, Suite 105, Glen Rock, NJ 07452 for the acquisition of annual software upgrade and support services for the existing Universal Forensic Extraction Devices (UFED). The Cellebrite UFED System is the only had-held, cellar exploitation device worldwide that requires no PC or associated phone drivers. The UFED system is capable of quickly extracting a phonebook, pictures, videos, and SMS/USIM for rapid analysis. Cellebrite USA Corp is the only responsible provider and developer of the UFED Forensic System. Therefore, is the only responsible source to provide the necessary hardware and software maintenance to support OIG's mission. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award on a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. In accordance with FAR 6.305(a) the justification will be made publicly available within 14 days after award has been made. The acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 13 "Simplified Acquisition Procedures". The North American Industry Classification System (NAICS) code for this requirement is 334220. The business size standard is 750 employees. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date is July 11, 2012 at 4:00 PM Eastern Standard Time.
