- The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Close Combat Systems (PM CCS), Picatinny Arsenal, NJ 07806-5000 has a requirement for development of an improved Remote Control Unit (RCU) to the current Spider Increment 1 (baseline) RCU. This development effort will be a follow-on increment to the XM7 Spider Increment 1 (baseline) program and is intended to replace the current Spider Increment 1 RCU. The Government intends to fulfill this requirement via a twenty-six (26) month Cost-Plus Incentive Fee (CPIF) Engineering and Manufacturing Development (EMD) contract which includes a Firm Fixed Price (FFP) Option for Low Rate Initial Production (LRIP) Spider Increment 1 is a remotely controlled hand-emplaced Anti-Personnel (AP) networked munition system that denies the enemy freedom of action. Spider Increment 1 has the flexibility to be employed based on terrain, mission, and other factors, with a typical Spider field consisting of the following hardware components: a RCU that provides a computer interface for operator control and alerts the operator of intrusions; a Repeater for extended communications; and up to 60 Munition Control Units (MCUs), each of which acts as a networked sensor node as well as a munition firing platform capable of sending alerts to and receiving commands from the RCU, as well as firing up to six individual grenades or other lethal or non-lethal munitions. Spider Increment 1 minimizes risk to non-combatants while protecting friendly forces through Man-in-the-Loop (MITL) control and self-destruct/self-deactivation with no residual hazards. Spider Increment 2 will retain all other current components (MCU, Repeater, and communications system) and features of Spider Increment 1 to ensure backwards compatibility. The Spider Increment 2 RCU will have the following improvements: (1) enhanced mapping capability; (2) capability of seamlessly communicating the munition field status/location to the Army Battle Command System (ABCS); (3) demonstrated ability to employ existing blasting cap initiated Government Off the Shelf (GOTS) munitions. The contractor shall meet the Spider Increment 2 program requirements in accordance with the requirements delineated in the Statement of Work (SOW) and Performance Requirements Documents (PRD). It is anticipated that a solicitation will be posted, on or about 4 September 2012, on the Army Single Face to Industry (ASFI) Acquisition Business website; https://acquisition.army.mil and Federal Business Opportunities (FedBizOpps) website; https://www.fbo.gov/. Proposals will be due forty-five (45) days after issuance of the Request for Proposal (RFP). This procurement will be rated DO for national defense use, and all provisions of the Defense Priorities and Allocation System Regulation (15 CFR 700) apply. Please note this notice/announcement does not constitute an RFP. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this notice will become ACC-NJ property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this announcement.
