AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 2123122158 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 333293 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-07-27 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Washington, DC 20535 The Federal Bureau of Investigation requires the following items, Meet or Exceed, to the following: LI 001, Envelope Jet Press equipment to meet the minimum specifications attached., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Federal Bureau of Investigation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Investigation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. (2) While not required, the contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations. By submitting bid or quote in response to this solicitation, the contractor makes an affirmative statement that the product or services to be provided are in compliance with the Electronic and Information Technology Accessibility Standards (36 CFR 1194), as specified in the statement of work or in the technical specifications, as a minimum. Seller must provide a certified technician to perform installation and delivery. Certified technician must be able to demonstrate methods of their prospective trade, certifications and years of experiences. The Seller must provide supporting certification and documentation with required bid information at the time of bid closing/response date. Failure to comply with this buy term will cause vendor bid to be not technically acceptable and the Government will not consider the bid for award. The Government anticipates an award resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined to be the Lowest Price Technically Acceptable (LPTA). The following evaluation factors shall be used to evaluate offers (factors evaluated in descending order: 1) Lowest Price; 2) Technically Acceptable; 3) Past Performance. 1) Lowest Price; 2) Technically Acceptable - This factor will evaluate whether the offeror's technical specification meets or exceeds the minimum specification outlined in this solicitation. The Offeror's technical specification shall be included in the quote and must identify the name of the manufacturer's product; 3) Past Performance - The Offeror must demonstrate successful completion of at least three (3) similar contracts of the same volume and type required by this solicitation within the past three years, demonstrated through the past performance questionnaires. If Offeror has not completed three similar contracts of the same volume and type required by this solicitation, the Offeror shall identify similar successful contracts that Offeror is currently working in law enforcement, military, Federal or State Government entities or the private sector. The Government reserves the right to review other past performance sources including, but not limited to, Past Performance Information Retreival System (PPIRS), Contractors Performance Assessment Reporting System (CPARS), FEDBID, etc. All questions and/or clarifications regarding the RFQ shall be submitted in writing by way of this solicitation on FEDBID.com no later than 4:00 p.m. EST, on or before Tuesday, July 10, 2012.
