Description
The Naval Air Warfare Center Weapons Division, China Lake, California, intends to award a firm fixed price (FFP) contract on an other than full and open competition basis to Cuming Microwave, 264 Bodwell Street, Avon, MA 02322 to procure 1,200 sq ft. (300 pieces) of C-RAM SFC-HC-24 high power microwave honeycomb RF absorbers. Cuming Microwave, Inc. is the only known source that provides the high power microwave absorber that can withstand the radiation power levels expected within the High-Power Electronic Attack Radiation (HEATR) laboratory that will provide for direct-radiation capture of high-power jamming systems, without expensive cooling systems. Because of the high-power radiation emitted by such systems, a specialized RF absorber is required within the chamber that can withstand elevated power levels without igniting. Cuming Microwave, Inc. is the sole developer of the commercial-off-the-shelf (COTS) C-RAM SFC-HC high power pyramidal absorbers hardware and owns all the proprietary and data rights. Award will be made on or about September 21, 2012. Delivery is 12-16 weeks after award of contract. This notice is not a request for competitive proposals; however, any firm believing that they can provide the required supplies may submit a written response to be received at the Contracting Office no later than seven days after the date of publication of this notice. The firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability and delivery of the product to the war fighter. Questions should be addressed to the Commander, Naval Air Warfare Center Weapon Division, 429 E. Bowen Road, MS 4015, China Lake, CA 93555-6108, Attn: Danielle Herteg and Sue Casey, Code 254330D; by fax to 760-939-5694; or by the preferred method of electronic mail to danielle.herteg@navy.mil and Sue.casey@navy.mil in order to be considered. All questions must be in writing and sent to the above email addresses. Note 22 applies.
