- THIS MODIFICATION IS TO MAKE AVAILABLE THE BRAND NAME JUSTIFICATION FOR SOLICITATION NUMBER P12PS02834. THE JUSTIFICAION DID NOT ATTACH ON PREVIOUS ATTEMPTS. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: 6/27/2012 PR Number: R83601120235 l. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Solar Path Highlight Excel 2000 Solar Led Lights to be installed at Temple Bar and Cotton Wood Cove, Lake Mead, NRA 2. Sole Source Justification rationale (Check one and explain below): _X_Only one responsible source. Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. __Other________ a.Solar Path lights meet the Park's need because after extensive research, they are the only lights available on the market that do not require extensive retro fitting of the street poles. They are essentially bolt down and turn on. Each light is self-contained with solar batteries, inverter, controller, and charger all contained in one unit. All other solar lights researched and considered would require removing the poles from there base, re-drilling each pole, adding wiring to the branch arms, wiring the lamp to the pole, and then lifting a 50 lb. battery pack into a housing assembly by hand. b. Solar Path lights have twice the service life of the other solar lights researched, making them more maintenance free. Because the lights will be install in various remote locations around the Park, the benefit of reduced labor,time and maintenance will results in a significantly cost saving to the park over the life of the product. 3. Market Research. Internet research performed on Solar Path solutions revealed they have a product (High Light Excel 2000) with the minimum performance and physical characteristics that will satisfy the Government's need. The Highlight Excel-2000 is available from Solar Path Sun Solutions on GSA Contract #GS-07F-0769X (). We looked at the SL100W MFR Elumen Lights works (800) 239-2939}. Contract# GS- 07f-0060W, but the 100 watt LED did not meet the park's minimum need for light intensity, and it is not a self -enclosed unit and would be labor intensive to retro-fit the existing poles. In addition, we looked at National Solar Technologies parking lot lighting model11 x 1w in 40w-10- Sa (GS-07f-0108J) Ph# 800-310-7413 and although it fulfilled the requirement for being self- contained and easy to retro-fit it is not available in LED light and is only available as a flood light. The Park is currently replacing flood light types with LED because of the longer life cycle. PR Number R8360120345 4. If this is a determination for sole source, the Contracting Officer certifies: a.
