Description
July 2, 2012 PRE-SOLICITATION NOTICE Reference : Solicitation No. SGE500-12-R-0086 Construction of a National Health Laboratory in Kampala, Uganda The United States Department of State has a requirement for the construction of a National Health Laboratory at Port Bell, Kampala, Uganda. This project is part of the United States President's Emergency Plan for AIDS Relief (PEPFAR). The Regional Procurement Support Office (RPSO), located at the American Consulate General, Frankfurt, Germany, hereby provides the following Pre-Solicitation Notice with respect to the issuance of a Request for Proposals (RFP): • The issuance of the RFP is expected to occur on or about July 10, 2012; • A Pre-proposal Conference for this project is planned to be conducted In Kampala, Uganda, in the second week of August, 2012, and firms wishing to participate in this solicitation are expected to attend; • The magnitude of this project is estimated to range between USD 5 to 10 million; • The contractor will be required to complete the project within 730 calendar days; • The contractor must be fully licensed and authorized to perform construction projects in the Republic of Uganda and is expected to be familiar with pertaining Ugandan business requirements, procedures, applicable laws and regulations; • In order to be eligible for award, offerors will be required to provide evidence of adequate qualification of all key personnel, and of adequate experience in the construction of projects of similar size, magnitude, and complexity; • The solicitation and the resulting contract will be subject to the laws and regulations of the United States of America; • The solicitation for this project will be competed utilizing full and open competition procedures; • The resulting contract will be a firm fixed-price construction contract. Companies wishing to participate in this procurement are asked to send, not later than Tuesday, July 24, 2012, a written request for a copy of the solicitation package to the attention of Mr. Werner Guss at the following e-mail address: gussw@state.gov.
