- NASA/GSFC has a requirement for one each Hydra Set precision load positioner, Model 'O-LC' (1/2 ton capacity) P/N 27793 NASA/GSFC intends to purchase the items from Del Mar Avionics only. The Code 597 Propulsion branch periodically performs lifts of equipment using the branch's cranes. Lifting of any hardware requires precise control, particularly in the vertical direction. A precision load positioner provides this control by precisely position loads when using overhead cranes on Center. They can supplement the hoisting capabilities of cranes by moving payloads in extremely small increments (0.001'). The branch requires a Hydra Set precision load positioner that is capable of lifting a maximum of a half-ton payload and one that meets all of the minimum requrements. (i.e) Able to attached to existing crane hook, positioner shall have a load gauge and/or return force. If a load gauge is provided, it shall have an accuracy of at least +/- 1% of rated capacity, Lowering stroke of 12 inches, use hydraulic fluid and the Mfg. Company shall be ISO 9001 Certified. Del Mar Avionics is the only company that we've found that meet these minimum requirements. Authority is 10 U.S.C. 2304(c)(1) Only one responsible source. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 12, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
