- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the Strategic Sourcing Acquisition Division (SSAD) on the behalf of the NOAA Wallops Command & Data Acquisition (CDA) Station intend to negotiate on a sole source basis with Sutron Corporation using the procedures in FAR Parts 6 and 13. The award will be a firm fixed price purchase order. The Wallops CDA Station requires vendor support to refresh the Local Readout Ground Systems (LRGS) by reinstalling the LRGS application on three (3) Government Furnished Equipment (GFE) Ilex Engineering software systems and to configure the systems for operational support. Training on the operation and maintenance of the LRGS systems is also required. The period of performance is to be no later than 60 days from receipt of the order. Sutron Corporation is the only party known to NOAA who can meet these requirements. The LRGS software systems were developed by Ilex Engineering which is now a division of Sutron Corporation. Sutron Corporation is the sole provider of the LRGS software and any associated support and training on the LRGS software systems. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541519 with a Small Business Size Standard of $23.0 M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by SSAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow SSAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by 11:00 am, Eastern Standard Time, July 17, 2012. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-59. The determination to compete or not compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NEEB2000-12-02500 for this requirement.
