- Description
- Redacted J&A for B-2 CVR Inc 1 The Air Force Material Command, Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, intends to negotiate, on a sole source basis, for the Engineering and Manufacturing Development (EMD) phase of an ACAT III modification and qualification program for the U.S. Military Very Low Frequency (VLF) Communications system capability required by the B-2 Division. Market research was conducted, and it has been determined that this is a sole source requirement in accordance with Federal Acquisition Regulation (FAR) 6.302-1. The contract will be awarded to Rockwell Collins Incorporated (RCI). The statutory authority permitting other than full and open competition in this case is 10 USC 2304 (c)(1), as implemented by FAR 6.302-1(a)(2)(ii), "Only one responsible source and no other supplies or services will satisfy agency requirements." This is not a request for competitive proposals, and no solicitation is available. All responsible sources may submit a capability statement within ten (10) days of this posting, which shall be considered by the agency. A determination not to compete this action based on the responses received is solely within the discretion of the Government. Ms. Janet Miller, ASC/AQM, Wright-Patterson Air Force Base, Ohio, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of the Ombudsman does not diminish the authority of the Program Director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process. Therefore, for routine matters on individual solicitations, please contact the Contracting Officer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Should you desire to contact the Ombudsman, Ms. Miller can be reached at (937) 255-5472 or by email at: janet.miller@wpafb.af.mil. Please note that a copy of the approved, redacted individual Justification and Approval (J&A) for Other than Full and Open Competition for the subject effort is attached to this posting as a separate file. Questions regarding this posting or acquisition should be directed to the Contracting Officer, Rebecca Grissom, at (937) 656-5114 or by email at: rebecca.grissom@wpafb.af.mil. Contracting Office Address: 2690 Loop Road West, Bldg. 556 WPAFB, OH 45433-7148
