- Description
- NASA/NSSC intends to contract with RTCA, Inc. only for an agency-wide membership to that organization. Pursuant to FAR 6.302-1, the requirements have been determined to be reasonably available from only one source and no other supplies or services will satisfy agency requirements. NASA's requirements consist of development of consensus-based recommendations regarding communication, surveillance, and air traffic management system issues. The membership will provide insight into the recommendations, policy, program and regulatory decisions made by RTCA acting as a Federal Aviation Administration advisory committee. Competition is impractical for the following reasons: - The services provided by RTCA are unique to that organization and cannot be obtained in any other manner than through a membership with RTCA. - RTCA serves as a means of coordinating government and industry views on matters within its purview, and formulates recommendations, engages in studies involving the application of electronics and telecommunications to study resolution of aeronautical operational problems - Using their extensive collection of reports, research, and meeting summaries RTCA is in a unique position to provide NASA with recommended actions, reports, and documentation relative to and in support of the Agency's research and technology responsibilities. The Government intends to acquire a commercial item using the procedures in FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. central standard time on July 9, 2012.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Capabilities and qualifications should be submitted to Eli Ouder at eli.c.ouder@nasa.gov. An Ombudsman has been appointed.
