- NOTICE OF CONTRACT ACTION for Sole Source Commercial Purchase of Morita Corporation for the Overhaul/Repair Services on a Government owned Morita Fire Ladder Truck Vehicle. Regional Contracting Office ”Far East, US Marine Corps Installations Pacific intends to issue a Firm Fixed Price (FFP) Sole-Source Commercial Purchase Request to Morita Corporation for the Overhaul/Repair Services on the Government owned Morita Fire Ladder Truck Vehicle Model# Morita MLG5-40W. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1) OR 41 U.S.C.253 (c) (1). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. The applicable North American Industry Classification System (NAICS) code is 811111. Unique Qualifications/Rational for Use of the Authority Cited: Morita Corp as the original manufacturer of the ladder truck is the only vendor that can repair the truck as the ladders super gyro system is proprietary. All parts required for the repair of the vehicle are both manufactured and available through Morita Corp only. Morita Corp has the proprietary rights to the structural drawings and technical data to manufacture the parts and has no intention of releasing these rights to other manufacturers. In addition, Morita personnel have the knowledge, technical expertise, and equipment necessary to repair the fire ladder truck. Other vendors would not be able to re-fabricate and re-apply parts as all components of the super gyro system and return the vehicle in safe and fully operational condition. As the system includes proprietary information, the only vendor that can repair the vehicle is the original equipment manufacturer, Morita Corp. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. The Government is requesting that interested concerns feeling they can fully support this requirement, furnish the following information: -Company name, address, point of contact, telephone number and e-mail address. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. The requested information is due no later than 4:00PM (Local Time/Japan Time) on 9 July 2012 and can be provided to Regional Contracting Office ”Far East, Attn: Minako Chinen (Contract Specialist), PSC 557 Box 2000 FPO AP 96379-2000 or via e-mail to: minako.chinen.ja@usmc.mil. This notice is for information and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis.
