- Attachment Map Southeast Area This presolicitation is amended as of June 29, 2012 as follows: THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. THIS IS A PRE-SOLICITATION NOTICE ONLY; NO CONTRACT WILL BE AWARDED FROM THIS NOTICE The contractor is to furnish fresh dairy, fluid milk products in various sizes to 38 commissaries in DeCA's East Area (southeastern area of the United States). Fluid Milk Product Item Description Sizes Whole Milk, 2% Milk 1% Milk, and Skim Milk - 128 oz (gallons), 64 oz (1/2 gallons) 32 oz (quarts), 16 oz (pints), 8 oz (1/2 pints) Whole, Chocolate Milk - 32 oz (quarts) 1% Chocolate Milk - 32 oz (quarts),8 oz (1/2 pints), Egg Nog (Regular) 64 oz (1/2 gallons) For the purpose of this solicitation, the 38 commissaries will be grouped geographically into four separate groups, as listed below. Group 1 (12 Commissaries): Whiting Field NAS-FL, Pensacola NAS-FL, Hurlburt Field-FL, Fort Rucker-AL, Eglin AFB-FL, Tyndall AFB-FL, Kings Bay NSB-GA, Jacksonville NAS-FL, Mayport NS-FL, Patrick AFB-FL, MacDill AFB-FL, and Key West NAS-FL. Group 2 (8 Commissaries): Moody AFB-GA, Albany MCLB-GA, Fort Benning-GA, Robins AFB-GA, Camp Merrill-GA, Fort Gordon-GA, Fort Stewart-GA, and Hunter AAF-GA. Group 3 (5 Commissaries): Parris Island MCRD-SC, Charleston NWS-SC, Charleston AFB-SC, Shaw AFB-SC, and Fort Jackson-SC. Group 4 (13 Commissaries): Little Rock AFB-AR, Barksdale AFB-LA, Fort Polk-LA, New Orleans NAS JRB-LA, Keesler AFB-MS, Gulfport NCBC-MS, Meridian NAS-MS, Maxwell AFB-AL, Gunter AFB-AL, Columbus AFB-MS, Redstone Arsenal-AL, Arnold AFB-TN, and Memphis NSA-TN. Estimated fluid milk quantities per product size: Product Size Estimated Quantity Gallons (128 oz) 3,037,545 Gallons (64 oz) 961,715 Quarts (32 oz) 219,271 Pints (16 oz) 34,389 Pints (8 oz) 4,441 The successful contractor must: Price and provide every product line item within each geographic group offered in response to the solicitation. Assign and maintain one Universal Product Code (UPC) and one Global Trade Identification Number (GTIN) per fluid milk line item description. Multiple UPCs/GTINs within each geographic group are not permitted. Multiple UPCs/GTINs for different geographic groups may be permitted. Provide additional support and promotions to each commissary store. Additional support includes point of sale material, recipe cards, pamphlets, nutritional facts, or other consumer related material. Each group will be evaluated separately and each group will be awarded on an all or none basis. The Government will award one or more contracts resulting from this solicitation based on evaluation criteria using the Best Value, Tradeoff procedures. A Firm Fixed Price with Economic Price Adjustment, Indefinite Quantity Requirements Type Contract (RTC). is contemplated. The base period of performance shall be for 12 consecutive months plus one, 12-month option period. The RFP will be released on or about July 23, 2012. The solicitation will be issued on an unrestricted basis. Soliciting under an unrestricted basis does not preclude any small business from submitting a proposal. To be eligible for an award, the contractor must be registered in the Central Contractor Registration (CCR) database and the Online Representations and Certification Application (ORCA). DeCA commissaries are Government-owned facilities designed to operate similar to commercial retail supermarkets that provide food items and other merchandise for resale to the military and their families at a cost savings when compared to the same or similar products sold in the commercial retail markets.
