Description
The Department of Commerce, US Census Bureau, National Processing Center, located in Jeffersonville, Indiana 47132 has identified a requirement to purchase two inserting systems to replace aging equipment and support increased operational demands. The Bureau of the Census is issuing this notice as a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation 51-SO-BC-12-0025 is issued as a Request for Quotations (RFQ). This requirement is being issued based upon FAR 52.232-18, Availbility of Funds, meaning funds are not currently available, but if funds do become available the requirement will be awarded. DESCRIPTION: CLIN0001 Intelligent Inserter Systems: Pitney Bowes Flowmaster FL61 High Speed Dual Purpose Inserting Systems or equal. The systems must have a means of putting up to six discrete inserts into a package. All insert stations must be capable of handling pieces ranging in size from 3.5 inches x 6 inches to 8.5 inches x 11.05 inches and in thickness from a single sheet of 20 pound 8.5 inches x 11 inches laser copy paper up to multiple plies that reach.375 inches in thickness. Each insert station must have a means of detecting misfeeds and double feeds. Vendor shall indicate compliance in bid that each job listed can be accomplished, along with addressing each item in the #must provide# section. A thirty minute initial test and setup will be done at manufacturers facilities. Manufacture will provide progress reports to Census representative of testing at their facility. Site acceptance testing will be done at National Processing Center, Jeffersonville, Indiana after installation. Testing materials will be provided by NPC for both cases. Manufacture / vendor will need to provide operators, and maintenance personnel for both instances. Reports of testing from manufactures facility will include at minimum results: job number, total number processed, and time to process. After delivery and assembly of equipment, vendor will again test each job listed for at least 60 minutes and provide results to Census. Target speeds will need to be validated by Census representative for acceptance testing at NPC. At minimum results must include: job number, total number processed and time to process. Stations must be capable of functioning properly at systems full rated speed. Each station must be capable of feeding all of the enclosures listed for the seven jobs. Below are typical jobs and target speeds. Note: a bonus score of 10% will be added to the results for Job #4 for performance greater than 90% of target speed. It will be rounded to a whole number. Final throughput requirements to be agreed upon by Census and manufacture after samples are provided. Target speed: 7,000 packages per hour The System must provide the following characteristics: System will include a bulk feeder for insert station # 1. All insert stations need to be friction feeders. This system is NOT to include a #turn over unit#. The divert solution needs to be easily removable from system and should not affect operations when removed. Each station must be capable of handling the Business Reply Envelopes listed in Jobs 3, 4, 5, and 6. A means of feeding outside envelopes ranging in size from 4# x 6# to 10# x 13#. Envelopes will include the following types: No windows, glassine, and open window. Capable of inserting an accumulated package up to.375# in thickness. A means of sealing the package after assembly. It must have a no-seal option, and must seal by applying water to pre-gummed envelope flaps. (Sealed envelopes MUST be neat in appearance). The system must have an accurate means of counting the assembled packages and retain the count after system is powered off. The counter must be easy for the operator to reset. The system must have a means of conveying or stacking the assembled packages. Provide a means of alerting operators to malfunctions, mechanical errors, software conflicts and other errors. System needs to have the option to stop when malfunctions, mechanical errors, software conflicts and other errors occur. Must NOT produce sound levels greater than 85db. Vendor will provide a warranty period on entire system to include parts, labor, and any other vendor related expenses. Warranty shall be for at least 12 months. Vendor must provide on-site operator Training for up to thirty (30) Census employees and eleven (11) maintenance personnel, to include all service, operator, and technical manuals for system. CLIN0002 Option Vendor will provide an Option for a Full Service Maintenance Agreement for the systems for a term of one (1) year after Warranty Period expires. The Agreement shall cover all parts, software upgrades, labor, and any other vendor related expenses. Coverage shall be from 7:00a.m. to 4:00p.m., Monday through Friday (5 days x 8 hour coverage). Include in your proposal a quote for an additional 5 days x 16 hour coverage and 7 days x 24 hour coverage. DELIVERY PERIOD AFTER DATE OF AWARD:___________ SHIP TO: US CENSUS BUREAU RECEIVING 60F 1621DUTCH LANE JEFFERSONVILLE IN 47132 ACCEPTANCE: Output evaluation will be determined by NPC during final acceptance. Final acceptance will be accomplished at the NPC facility. The U. S. Census Bureau anticipates one award resulting from this notice and may award without discussion. Delivery is FOB destination to: U. S. Census Bureau, Building 60F, 1621 Dutch Lane, Jeffersonville, IN 47132. Delivery not later than: 90 days from date of award. The following provisions and clauses apply to this RFQ: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2, Evaluations-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms, Conditions Required to Implement Statutes or Executive Orders - Commercial Items.
