- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Applied Biosystem, Foster City, CA 944404, pursuant to 41U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for two (2) each of the following item: 1) Part Number 4337452; Description-TF, BDT V1.1 RR-5000 & SEQ Buffer Reactions per kit. The BigDye Terminators is a patented item from PE Applied Biosystem and is it's only legal source. There are other types of sequencing reagents available on the market but they do not perform the same way as Big Dye and are not the same. The BigDye Terminator Cycle Sequencing Ready Reaction kit is the only known commercially available kit containing a single energy transfer molecule; a donor fluorescein and an acceptor dRhodamine coupled by a patented, highly efficient energy transfer linker, in a single molecule. The BigDye Terminators use a FAM acceptor, the brightest fluorscein dye, with an excitation maximum that is optimal for the argon laser used in all ABI Prism DNA sequences. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Applied Biosystem. The NAICS Code/Size is 325188/1000. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
