Description

This is a request for information (RFI) in accordance with FAR 15.201(e). This is not a solicitation for quotes, neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI and there will be no contract award from this RFI. There will be no reimbursement for any costs associated with providing information in response to this RFI or follow-up information requests. The purpose of this RFI is to gain knowledge of potentially qualified sources and their size classifications (small business, large business, Veteran Owned Small Business (VOSB) etc.) The Department of Veteran Affairs Strategic Acquisition Center (SAC) is interested in procuring approximately 869 each Electrocardiography Diagnosis Systems. DESCRIPTION OF WORK : Provide all necessary labor, material, tools, training and equipment necessary to produce Electrocardiography Diagnosis Systems to Veterans Integrated Service Networks across the United States. EQUIPMENT IDENTIFICATION/SERVICE: Electrocardiography Diagnosis Systems must meet all salient characteristics in the attached document. All systems will include a one (1) Year Warranty. SECURITY: All Electrocardiography Diagnosis Systems must allow for communication with the MUSE system that VA hospitals utilize to quickly retrieve, manage, and archive patient data while reducing the potential for errors. Systems must be FIPS 140-2 certified with WPA2 and PSK encryption. Protection of Computer Equipment, confidentiality of patient information, and the integrity of computer software/data at participating Medical Centers are essential. Software installed on each system is copyrighted and copying of software for use elsewhere is prohibited. CONFORMANCE STANDARDS: All work shall be performed and equipment shall function in conformance with all VA safety standards, manufacturer's/industry standards, the latest published edition of NFPA-99, FDA, OSHA, JC, and other applicable national standards. RESPONSE INFORMATION: Response to this RFI must be submitted to Ms. Beth Davis, Contract Specialist, via e-mail to BethA.Davis@va.gov or Mr. Blake McIlvane, Blake.mcilvane@va.gov. Each RFI response will receive a confirmation email; if a confirmation is not received please call 202-271-2597. Please include a point of contact, company name, business size standard, phone number, e-mail address and website information in your response to the RFI. Responses must be received by this office on or before 4:00 PM EST on 6 July 2012. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. The response should describe the company's capability to provide all necessary labor, material, tools, training and equipment necessary to supply Electrocardiography Diagnosis Systems to Veterans Integrated Service Networks across the United States as characterized by the requirements addressed in this RFI. If unable to provide Electrocardiography Diagnosis Systems capable of meeting all requirements, the respondent should offer trade-off considerations. Manufacturers are encouraged to submit responses to this RFI, even if each requirement is not met.
