Description
The Federal Highway Administration (FHWA) has a full and open procurement to perform research studies on funding options for the Interstate system and other Federal-aid roads. These studies will examine both revenue and non-revenue generating policy options and will identify both the benefits and drawbacks of each proposed policy option. This project will provide a template for identifying policy options that improve the Interstate system. The study will provide State Departments of Transportation (DOT) with the flexibility to identify the best non-revenue policy options to choose from based on looking at a variety of performance standard areas, which include, but are not limited to: Safety, mobility, operations, the quality of ride, useful life, and state of good repair. The study also will also examine revenue generating options by assessing various tolling options from the implementation of full scale tolls on all interstates to the effect of removing such tolls. Those studies will provide a thorough, detailed, and complete analysis on: The policy implications of each option, the short and long-term potential revenues, and the implementation and operational costs, with the overall goal being to identify options for funding multi-State corridor projects and projects where their benefits accrue outside the investing State's jurisdiction. The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website in July 2012. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. The NAICS code for this procurement is 541990.
