Please address any comments or questions to: Patricia Finnell-Mendoza NASA Ames Research Center Code JAC, M/S 213-13 Moffett Field, CA 94035-0001 Email: patricia.f.mendoza@nasa.gov Synopsis posted on December 9, 2011 read as follows: NASA/ARC is hereby soliciting information about potential sources for a Multiple Award Construction Contract (MACC) which is an Indefinite-Delivery Indefinite-Quantity (IDIQ) general construction contract to support construction, alteration, and repair of NASA buildings, structures, and other real property located at Ames Research Center (ARC) and the Moffett Federal Airfield Complex. The MACC provides NASA the capability to compete selected construction projects amongst a group of highly qualified general construction contractors for a five year period (base period and 4 one year option periods). Work will include a variety of construction related activities including new construction, renovation, and repairs at various locations at NASA ARC and Moffett Federal Air Field Complex. The work will include, but is not limited to: general and specialized construction activities (ex. roofing, demolition, mechanical, electrical, and plumbing) and incidental related work. The activities relate to the new construction, renovation, and/or repair of facilities and infrastructure such as 1) aviation and aircraft facilities; 2) personnel housing facilities; 3) administrative facilities; 4) warehouses and supply facilities; 5)computer and research lab facilities; 6) wind tunnel and metal shop facilities; 7) abatement and handling of hazardous/regulated materials (asbestos, lead paint, and PCBs); 8) the civil, sanitary storm water, mechanical and electrical systems supporting the facilities and infrastructure; and 9) Modification and upgrade of the electrical power system support including medium (1kV-35kV) and low (120V-600V) switchboard, motor control center and switchgear electrical power distribution systems. Some projects may require design services. The National Aeronautics and Space Administration (NASA)Ames Research Center (ARC), Moffett Field, California is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a Multiple Award Construction Contract (MACC) which is an Indefinite-Delivery Indefinite-Quantity (IDIQ) general construction contract to support construction, alteration, and repair of NASA buildings, structures, and other real property located at Ames Research Center (ARC) and the Moffett Federal Airfield Complex. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm, ownership; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, service disabled veteran owned and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners; list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). This requirement is considered to be a commercial item. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Modification One posted on December 13, 2011 read as follows: This is a modification to the synopsis entitled Ames Multiple Award Construction Contract-MACC II, NNA12JA01R-PFM which was posted on December 09, 2011. You are notified that the following changes are made: These are answers to some questions asked in regards to the sources sought posted on December 09, 2011. 1.On page 2, one of the things listed under responses must include is a list of customers covering the past 5 years with relevant work performed, contract numbers, contract type, dollar value of each procurement, point of contact with address and phone number. Do you actually want a complete list customer & work that weve performed over the past 5 years, or do you just want a list of relevant jobs, with all associated information, that weve completed in the past 5 years? Answer: Please provide us with all of the relevant information that we requested. 2.What is the total contract capacity of this MACC. Additionally, what will be the task order size range? Answer: The capacity of this Multiple Award Construction Contract (MACC) will be $49M with a task order limit of $5M. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
