- Amendment 12 Amendment 12 The purpose of Amendment 12 is to post the answers to the Q and A and to further clarify the definition of "health-related" as it pertains to this contract. Amendment 9 The purpose of this amendment is to: a) Revise and clarify Organizational Conflict of Interest (OCI) restrictions in the RFP. b) Allow for an additional question and answer period. Questions are due, in writing, to the points of contact listed in Section L.6 by COB May 31, 2012. c) Extend the closing date and time to 12 noon, June 14, 2012. All changes have been highlighted in the attached revised RFP. This includes changes in page numbers in the table of contents and section numbers. Amendment 8 This amendment notifies potential offerors to upcoming revisions of the RFP and a change in the closing date. Please see Amendment 06 for New closing date and time. The solicitation opening date is February 16, 2012 and the closing date April 6, 2012 12pm Washington DC time. The United States Agency for International Development (USAID) will be seeking contractor services to provide the Bureau for Global Health (GH), Regional Bureaus, and Missions with ready access to high quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. USAID anticipates the award of one (1) contract to a qualified 8(a) firm with a total estimated cost of $94.5 million. This will be a 5 year Cost Reimbursement Plus Fixed Fee/Completion type contract. This contract, known as GH Tech, is comprised of five components: (1) program and project evaluation; (2) technical assistance; (3) GH program and research management; (4) mission support; and (5) logistical support for meetings/conferences. This activity spans all Foreign Assistance Health Area objectives as well as cross-cutting health issues such as gender, behavior change communications, private sector, research, and health systems strengthening. This activity will support the GH Bureau and other health-related operating units of the Agency to implement the GHI and support its seven principles, including improved program evaluation methods and increased implementation of independent evaluations of health projects and programs will apply and extend USAID Forward's reforms in project design, procurement, Science and Technology (S&T), policy analysis, and strategic planning, providing needed skill sets during the Agency's transition to increased staffing levels and capacity. The Contractor will provide USAID operating units working on health activities in headquarters and the field with the short- and medium-term technical services of consultants with expertise pertaining to the GHI principles and the USAID Forward reforms, as either independent professionals or employed by other agencies or institutions. Over the life of the contract, the Contractor will provide experts in areas of new strategic interest and support consideration of innovative new directions in USAID health assistance. Please note that the contractor shall be excluded from competing for and/or implementing other USAID contacts, grants or cooperative agreements in the health field. O fferors must be certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. USAID plans to conduct a pre-proposal conference on February 24, 2012 at 9:30 am. The location and registration information will be provided in an amendment to this RFP.
