- THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB). The Bureau of Indian Affairs, Fort Hall Irrigation Project is soliciting proposals under Solicitation #A12PS01634 for Irrigation Systems Construction. Contractor shall perform work to include Phase I to generally include clearing/stripping, traffic control, remove existing steel liner and portions of 78' concrete pipe. Removal and disposal of existing conduit, installation and backfill of new siphon conduit, excavation for and construction of a new air vent structure, removal and disposal of existing steel liner, slip-lining existing siphon pipe, installing pipe tapers, slip-line end treatment, site grading, excavation and fill. Contractor to furnish all labor and materials and perform work in the County of Bannock in the City of Chubbuck, Idaho in accordance with all specifications and drawings. The Solicitation documents and drawings will be available on a CD on or about July 30, 2012. Potential contractors can request a copy of the CD by contacting the Contracting Officer in writing only either via US mail or email. Contractor is to provide their contact information and company information so that a determination can be made as to eligibility. A copy of the CD containing the solicitation with specifications and drawings will be mailed to eligible contractors only. The Government will not provide paper copies of the solicitation. Telephone, written, or facsimile, requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Bidder's Mailing List will NOT be prepared nor distributed by the Contracting Officer. Any solicitation amendments issued to the RFP will be posted to the website and contractors are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. Site Visit will be held on August 9, 2012, at 9:00 a.m., MST (Contractors to meet at Fort Hall Irrigation Project). While the Site Visit is not mandatory, all contractors, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via US mail or by email no later than Close of Business, August 27, 2012. No telephonic or fax requests will be honored. In accordance with FAR Part 36.204, the magnitude of subject requirements is between $1,000,000 and $5,000,000 and the NAICS Code 237110 with a small business size standard of $33.5 million. Closing Date is scheduled for August 30, 2012 at 4:00 pm Pacific time. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The maximum time for completion of the project is January 30, 2013. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and MUST meet the SDVOSB verification requirements. Contractor MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements prior to closing date.
