- Sources Sought: Loan Accounting System, RCS-Q-12-00298 This is a Sources Sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this Sources Sought. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential small business sources prior to the issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. Interested sources should provide a capabilities package not longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to your company including name, point of contact, size of business, and company profile. In addition the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The Department of Housing and Urban Development (HUD), Office of the Chief Financial Officer, Washington, DC, is seeking sources to support HUD's Loan Accounting System (LAS). HUD's Loan Accounting System is comprised of the Nortridge Software Company's Nortridge Loan System (NLS) software, version 4.5.23. HUD currently uses LAS to service over 3,500 active loans in the Section 201 Flexible Subsidy and Section 202 Elderly & Handicapped portfolios and over 8,000 active receivables in the Section 236 Excess Rental Income and Section 236 Miscellaneous portfolios. HUD uses the basic contact, loan and task functionality in NLS, but does not use the ACH, credit bureau reporting, disbursement, collections or escrow functionality. The services being sought consist of the following: 1) Nortridge Loan Software product licensing, product upgrades and product customer support and 2) operations, maintenance (Troubleshooting/User Support, Maintenance, Technical Support, Cycle Support/COOP, Year End Processing, Training, and Project Management) and consultation services. The potential source must have specialized experience with Nortridge Loan Software. The contract type is anticipated to be a hybrid Firm-Fixed Price (FFP) (product licensing/product upgrade/product customer support) & and Time and Materials (T&M) (operations, maintenance and consultation services) contract for five years. The period of performance consists of one base year plus four option years. It is the Government's intention to conduct this procurement in accordance with the Federal Acquisition Regulations. The resultant contract will be awarded on a best value basis. At this time, a solicitation is not available. Interested sources are requested to submit their capability package no later than 2:00 P.M. EST on July 9, 2012 to the point-of-contact for this procurement, Angela Fortson at angela.fortson@hud.gov. All responses must include the following information: 1. Company name, address, and telephone number. 2. Point-of-contact name, title, telephone number, and e‑mail address. 3. Socio-economic classification (i.e., HUB zone, small business, and 8(a) status. 4. Business size for NAICS code. 5. DUNS number 6. Cage code. Companies must be registered in CCR, www.ccr.gov, to be awarded contracts with the Federal Government. 7. TIN- Taxpayer Identification Number Interested sources that do not provide the requested information will not be considered.
