- SOLE-SOURCE PROCUREMENT for a Series of IATA Training Courses in Aviation Industry Business Practices On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Office of the Assistant Secretary for Aviation and International Affairs (OST-Aviation) plans to acquire, on a SOLE-SOURCE basis, from the International Air Transport Association Training and Development Institute (IDTI), a series consisting of the following five integrated training modules covering key global airline industry operating, legal, and business issues: (1) Comparative Airline Business Model Organization and Airport and Air Navigation Provider Structures; (2) Air Transport Economics: Trends in Air Carrier Operations, Cost and Demand Structures and Airport Slot Management Strategies; (3) Air Transportation Contract Law and EU Aviation Law; (4) Core Airline Business Functions I -- Network and Fleet Planning, Scheduling, Pricing, and Revenue Management; and (5) Core Airline Business Functions II -- Aircraft Acquisition/Financing/Leasing, Airline Distribution Structures and Strategies, Airport Slot Allocation Regimes. OST-Aviation intends to provide career staff training in these areas to further support the Department's mission -- to ensure a healthy and competitive airline industry capable of meeting the air transportation needs of the American people today and into the future - in the context of domestic and international aviation policy. The International Air Transport Association (IATA) is an international trade body. The IATA Training and Development Institute (ITDI) is an internationally recognized, practitioner-focused training organization that provides innovative training options designed around client-specific needs drawing on an extensive global network of instructors and training partners with substantial experience in airline business operations. Its academic partners include Harvard University and Stanford University. IATA has unique expertise in providing the training deemed critical by OST-Aviation. Under the circumstances, OST-Aviation believes that the intended awardee, IATA, is the only entity capable of meeting the unique training requirements of OST-Aviation and doing so in the context of international airline operations and multiple legal and regulatory frameworks. Nevertheless, any organization which believes that it can provide the integrated series of training modules required to support the mandate of USDOT described above, at the high level of quality and on the time schedule required by OST-Aviation, may, not later than 11:59 PM Eastern Daylight Time July 20, 2012, e-mail to james.mowery@dot.gov and to tyrone.moorer@dot.gov and to todd.homan@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
