- Notice of Intent to Award a Sole Source Contract to Public Health Practice, LLC (PHP) (a Service-Disabled Veteran-Owned Small Business (SDVOSB)) for Collaborative Development of Public Health Infrastructure in Africa The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to PHP - a SDVOSB. This contract will be for the establishment of working groups, composed of representatives of the Centers for Disease Control (CDC), Ministries of Agriculture/Livestock/Health/Public Health of African field Epidemiology Network (AFENET) member states, and other key stakeholders in the development of public health infrastructure in East Africa. The contract will also be for facilitation of discussions within these groups on potential strategies and technologies for electronic disease reporting, subject matter expertise on electronic disease reporting platforms currently available or previously deployed, and for the development of country- or region-specific strategies for implementation of electronic disease reporting system(s). The period of performance contemplated for this effort is approximately 24 months. DTRA anticipates the total price for this effort will not exceed $1,500,000. This requirement will result in a Firm-Fixed price contract. The North American Industry Classification System (NAICS) is 541990. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested SDVOSBs have fifteen (15) days from the date of publication of this Notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. DTRA will only consider submittals from qualified SDVOSBs Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis within SDVOSBs. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. Responses from other than SDVOSB's will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified SDVOSBs, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 15 United States Code (U.S.C.) 657f, as implemented by Federal Acquisition Regulation (FAR) 6.302-5(b)(6) Sole source awards under the Veterans Benefit Act of 2003. Response to this notice must be received by noon EST 13 July 2012 Responses must include your business name, point of contact, address, and telephone number with area code.
