Description
This is an open solicitation notice for Basic Ordering Agreements (BOAs) for machining of parts in accordance with specifications created by the National Institute of Standards and Technology (NIST)/Center for Neutron Research (NCNR). The National Institute of Standards & Technology (NIST), Center for Neutron Research (NCNR), in pursuing its mission to be a world leading facility for neutron scattering research, services a large and diverse group of outside users. To that end, it seeks to equip its laboratories with state-of-the-art parts that interface with the equipment and machines that are used to perform this research. The services required are the machining of parts on an as needed basis, in accordance with drawings and design specifications provided by NIST using a variety of machining techniques such as (but not limited to) turning (Lathe, Conventional and CNC); threading (Lathe, Bore, Tap); milling (Conventional and CNC); Electric Discharge Machining (EDM) (Wire and Ram); broaching; and welding. Specifications for the machining work will be provided by NIST with each delivery order and will consist of drawings with or without work instructions. NIST intends to compete future orders among the existing BOAs and any awarded as a result of this notice on a lowest price, technically acceptable basis. Orders will be firm-fixed-price. At this time, there are four (4) BOA holders for the period beginning August 1, 2011 through July 31, 2013, should all option periods be exercised. The current option period expires on July 31, 2012. The four (4) BOA's described above were competed via a small business set aside and awarded on a competitive basis in August 2008. The solicitation, all associated documentation, and amendments were posted to www.fedbizopps.gov under solicitation number SB1341-08-RP-0004. Interested parties with the capability to provide machining of parts may respond to this notice with a written statement of capability that clearly defines machining techniques that the parties are capable of providing that would meet the Governments requirements for machining work identified herein. The capability statement should provide the following information: 1. The company name, address, phone number, and email address(es) for point(s) of contact. 2. A detailed description of machining of parts performed by your company as a prime contractor or subcontractor within the past 10 years. Include contract/order number, period of performance, and total dollar amount of the contract/order and customer point(s) of contact (name, phone number, email address). 3. The size of your company in terms of total current number of employees under NAICS code 332710. If your company is a subsidiary of another company, list the total revenue and number of employees for the parent organization and all subsidiaries. Please indicate if your company is an 8(a) concern, a HUBZone small business concern or a Service-Disabled, Veteran-Owned Small Business under this NAICS code. 4. The company's DUN S number. Also please indicate whether the company is currently registered in the Central Contractor Registration (CCR) database (www.ccr.gov). CCR registration is mandatory to receive an award of any government contractual vehicle. Responses shall not exceed 15 pages and shall include the subject line "Machining of Parts BOA". Mere expressions of interest without providing the above requested details will not be considered a valid response to this notice. The statement of capability will be reviewed by the NIST Technical Team to determine if they provide the requested details above, as well as sufficiently detailed description of machining of parts capabilities. The statement of capability may be followed by a Request for Proposal package which will require the interested party's complete proposal in accordance with the requirements of the solicitation. The party shall be permitted 45 days to respond to the request for proposal. The RFP would reflect all of the requirements of SB1341-08-RP-0004 updated with clauses and provisions in effect on the date the Government issues the RFP to a prospective Contractor. NIST will evaluate the Contractor's proposal in accordance with the evaluation criteria included in the solicitation. Parties determined capable of performing the required work may be issued a Basic Ordering Agreement and would have the opportunity to compete for future orders. This notice shall remain open continuously throughout the period of performance of the original Basic Ordering Agreements. This notice will be amended on a quarterly basis, in order to provide specific notice of the number of solicitations for BOA orders issued within that quarter, and to update the cumulative award amount. The total amount of orders placed, to date, is $ 2,087,685.70. In no event will the cumulative orders placed under the BOAs exceed $4,000,000.00.
