- SINGLE SOURCE ANNOUNCEMENT THALES ATM, INC. DISTANCE MEASURING EQUIPMENT (DME) TRAINING COURSES 1. Introduction/Statement of Intent The FAA intends to award a single source contract to Thales ATM, Inc, in Shawnee KS. 2. Description of Supplies/Services The following DME Courses are required by FAA Technicians to support fielded equipment. Student's participation in these courses should learn the theory of operations through maintenance and, troubleshooting of equipment to the depth necessary to identify and isolate malfunction, identify system malfunctions in an operation system and perform those adjustments necessary to restore the system to operation with prescribed standards and tolerances to perform periodic maintenance activities specified. Hands on laboratory exercises on operational model DMEs are required to perform functions, tests, and procedures. FAA48094 DME Butler/Wilcox Course: This course provides training for technicians on the Butler 1020 and Wilcox model 596B/C Distance Measuring Equipment (DME) ground station. Subjects include block diagrams; signal flow and schematic diagrams of the transponder, monitor, control unit, and test unit; alignment and test procedures for transponder and monitor; operation testing; hands-on troubleshooting; and fault finding on the DME. FAA48101 DME 5960 Factory Course: This course provides training for technicians on the Wilcox 5960 Distance Measuring Equipment (DME). Lectures cover the Wilcox 5960 DME. Laboratory sessions include fault diagnosis, performance analysis, test procedures, use of test equipment, and routing checks and adjustments. 3. Total Estimated Value and Period of Performance The total estimated value of the planned single source contract is $532,570.00 should all options be exercised. The period of performance is July 9, 2012 to September 30, 2016 should all options be exercised. 4. Authority The authority for this acquisition is from the Acquisition Management System 3.2.2.4, Single Source Selection; "The FAA may contract with a single source when it is determined to be in the best interest of the FAA." 5. Reasons for Single Source The FAA purchased and installed the Thales DME Models 596 and 5960 at fifty six NAS locations throughout the United States. During the initial acquisition process of these systems, the FAA determined that the equipment would be maintained by FAA personnel. Based on the limited number of systems installed in the NAS, it was determined that neither system would be procured and installed at the FAA Academy for in house training. The original contract provided for the development of a training course targeted to FAA-owned Thales DMEs and a limited number of new equipment training courses based on the installation schedule. Since a majority of the systems were installed 18 years ago and no replacement program is currently approved, there is a recurring requirement for attrition training to ensure there are a sufficient number of trained technicians to maintain the systems. Attrition training requirements are the result of retirements, transfers or separation of trained technicians. Thales is the sole manufacturer of this equipment and the specific FAA DME models are no longer manufactured. Thales maintains operational FAA model DME 596 and 5960 at their facility to meet the FAA's training requirements for hands on laboratory exercises. Market Survey Announcement 11552 was placed on the Federal Aviation Administration Contract Opportunities (FAACO) website on February 21, 2012 and closed March 7, 2012. Only one firm responded to Survey 11552, Thales ATM, Inc. Based on these reasons the only known source for acquiring the DME courses to meet FAA training requirements is Thales. 6.
