- The US Geological Survey, National Geospatial Program Office in Rapid City, SD intends to negotiate on a sole source basis with Dennis J. Lutz, M.D., P.C., 15 Main St. N, Minot, ND for maintenance and updates of the Federal Geographic Names Information System (GNIS) for the state of North Dakota, and insure coordinated implementation of GNIS in the state. The data collection methods used within this project will follow the guidelines set forth in the Principles, Policies and Procedures: Domestic Geographic Names guidelines (http://geonames.usgs.gov/docs/pro_pol_pro.pdf) developed by the USGS. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The U.S. Geological Survey (USGS) has placed a priority on the update of the Geographic Names Information System (GNIS) as part of the National Map. Correct place names with increased positional accuracy are required to support production of the US Topo map series by the USGS National Geospatial Program (NGP). This project will develop a process for updating GNIS in North Dakota and use that process to provide updates as required of USGS under OMB Circular A-16 in order to fulfill our mission. The following services will include: a. Evaluate GNIS against statewide and local features in terms of (1) the content positional location to improve position of geographic features to within one second accuracy, (2) the attribution, and (3) the data structure of the model. Specific feature types to be focused on include verifying and updating summits, adding city/town halls, courthouses, post offices, libraries, convention centers, auditoriums/concert halls/theaters/opera houses, and sports arenas/stadiums. Structures will be added with geographic coordinates to a level of accuracy that would allow points to fall directly on the entities within a GIS environment. b. Develop and document strategies for maintaining North Dakota place names in the GNIS database. This includes analysis of: (1) capture of geographic features and content from outside sources, (2) processes necessary to accurately represent existing North Dakota place names within the GNIS database, (3) the conflation and integration procedures necessary to improve GNIS, (4) assure existing and new features are properly named and coded in GNIS, and (5) provide any supplementary tables in the GNIS data structure to accommodate geographic names attributes that do not fit in the current GNIS model. c. Look for and take advantage of opportunities to meet with partners (USGS, other federal agencies, state agencies, local government, land surveyors, and the general public) to insure coordinated implementation of GNIS in North Dakota. The following deliverables will include: a. By the 10th of each month will deliver updated geographic names files for all feature compiled during the period to USGS GNIS staff for review and validation. In addition the contractor will identify any problems with the data and recommend solutions. b. Twelve months (12) from the date the work begins on this project, deliver to USGS GNIS staff, a final report which describes the procedures used for updating GNIS features for North Dakota and summarizing the updates that were completed. Firms who feel that they can furnish the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
