Description
The Bureau of Reclamation (Reclamation) is a water management agency with more than 600 dams in the 17 western states. Reclamation is best known for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US. Reclamation is organized into five regions (Mid-Pacific [MP], Great Plains [GP], Lower Colorado [LC], Upper Colorado [UC], and Pacific Northwest [PN]). Reclamation's Fisheries and Wildlife Resources Group combines the expertise of professional fisheries scientists, wildlife biologists, environmental regulatory specialists, and environmental chemists, to conduct a wide variety of multidisciplinary environmental field and laboratory studies concerning aquatic and terrestrial habitats, wildlife, water quality, and environmental impacts. Reclamation has a requirement for engineering/fisheries services to develop, test, and provide a full-duplex PIT-tag antenna system in the Yakima River at Selah, WA, to detect outmigrating salmonid smolts. Engineering/fisheries services are needed with expertise in designing, building, installing, and testing full-duplex PIT-tag antenna systems in large river systems with threatened and endangered species and human recreation issues. Tasks include: 1. Travel to site to determine site conditions at project location Yakima River, Selah, WA (e.g., determine ambient electromagnetic noise and determine anchoring system that can withstand range of flow from 400 to 3000 cubic feet per second (cfs)); 2. Design and test full-duplex PIT-tag antennas (3'x20' or 4'x20') including testing at project site; 3. Install anchoring system, three (3) or more antennas, equipment box, and solar panel at project site; 4. Assist with testing antenna detection efficiency and maintenance between award of contract and December 31, 2012; 5. Deliver prototype antenna system; and 6. Assist with mapping river in area of antenna installation.
