- Combined Synopsis/Solicitation for solicitation number N00189-12-R-0031 - In-Port and At-Sea Technical and non-technical services aboard Training Support Vessel One (TSV 1) Prevail in support of United States Fleet Forces (USFF) Command and Commander Strike Force Training Atlantic (CSFTL). The NAVSUP Fleet Logistics Center Norfolk (NFLCN), Contracting Department, Norfolk VA intends to negotiate a Firm Fixed-Price, 100 percent small business set-aside procurement action for continued, uninterrupted training support services, In-Port and At-Sea Technical and non-technical services aboard Training Support Vessel One (TSV 1) Prevail in support of United States Fleet Forces (USFF) Command and Commander Strike Force Training Atlantic (CSFTL). The services associated with this requirement will be acquired utilizing procedures under the Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Subpart 19.5 “ Set Asides for Small Business. It is intended to award a single competitive FAR 19 “ FFP contract resulting from the solicitation, to the responsible contractor whose proposal is determined most advantageous considering both technical merit, past performance, and price/cost. The North American Industry Classification System code for this acquisition is 483111; the size standard is 500. This is the request for proposal. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the following web sites: http://www.neco.navy.mil, www.fbo.gov. A request for quote will be available for download on or about 28 June 2012, at the aforementioned web-sites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor/s acknowledges the requirement that a prospective awardee must be registered in the Central contractor Registration (CCR) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at http://www.ccr.gov. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal.
