Correct Attach B for Amendment #2 Correct Change Log for Amendment #2 BROAD AGENCY ANNOUNCEMENT (BAA) FA8803-12-A-0001 WEATHER SATELLITE FOLLOW-ON ACTIVITIES (WSFA) RISK REDUCTION TECHNOLOGY PROJECT AMENDMENT #2 CHANGES The Broad Agency Announcement FA8803-12-A-0001 is hereby amended as of 28 June 2012. The documents below have been amended and uploaded with the following revisions: Attachment B - White Paper Preparation and Submission Instructions Page 1 of 5 - Section 3 table, previous Part 8 (Attachment E - Administrative Access to Proprietary Data), is deleted. Page limit for White Papers remains at 30 pages. Page limit for combined Parts 3 & 4 is now 25 pages. Page 2 of 5 - Section 6 is revised to clarify that 2 Microsoft Word documents should be contained on the submitted CD-R. Additionally, proper reference for the composition of the White Paper is updated to read "Section 9" (vice "paragraph 7"). Page 4 of 5 - Section 9, Part 5 regarding GFP is revised to be consistent with Amendment #1. Attachment C - C-SOW Preparation General Clarification - Due to several questions from potential offerors, please note that DD Form 1423s are only required for Full Proposals, not White Papers. For White Papers, in Section 5.0 (Exit Criteria & Deliverables), Paragraph 5.2 (Data) of the Draft C-SOW, offerors need to indicate which CDRLs would be submitted with a short description of each. The documents below have been amended and uploaded with the following revisions: BAA.doc Page 1 & 4 of 10 - BAA Type changed to read "Amendment #1". Page 1 & 4 of 10 - Based on numerous questions from potential offerors, "First Step: White Paper Due Date and Time" is revised to clarify the BAA closure date of 1 July 2013 as the last possible day to submit White Papers. Since this BAA's initial announcement open date was 8 June 2012, offerors are encouraged to submit White Papers as early as possible. Page 7 of 10 - Previous Section 5, Paragraph A regarding offeror limitations is removed. Page 8 of 10 - Section 7, Paragraph B attachment list reflects the deletion of Attachment E. Page 9 of 10 - Section 10, Paragraph C regarding GFP is revised. Page 9 of 10 - Section 11, Paragraph A regarding Data Rights is revised. First sentence has been removed. Note: The amended attachments have been uploaded to FBO.gov in this announcement. ------------------------------------------------------------------------------------ BROAD AGENCY ANNOUNCEMENT FA8803-12-A-0001 ANNOUNCEMENT OVERVIEW NAICS CODE: 541712 FEDERAL AGENCY NAME: Space and Missile Systems Center (SMC), Defense Weather Satellite Directorate (WM), Los Angeles Air Force Base (LAAFB) BROAD AGENCY ANNOUNCEMENT TITLE: Weather Satellite Follow-On Activities (WSFA) Risk Reduction Technology Project BROAD AGENCY ANNOUNCEMENT TYPE: Initial Announcement BROAD AGENCY ANNOUNCEMENT NUMBER: FA8803-12-A-0001 THIS WILL BE A TWO-STEP, OPEN SOLICITATION: FIRST STEP: WHITE PAPER DUE DATE AND TIME: This BAA is open and effective until 01 July 2013. White Papers will be considered if received anytime prior to 1600 PST on 01 July 2013. SECOND STEP: PROPOSAL DUE DATE AND TIME: Requests for Full Proposals will be provided to offerors who's White Papers have been selected and determined to meet the needs of the Air Force. NOTE: This announcement constitutes a request for White Papers. Do NOT send a proposal at this time. White Paper receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and White Papers received after the above stated date and time as a result of security delays will be considered "late." Furthermore, note that if offerors utilize commercial carriers in the delivery of White Papers, they may not honor time-of-day delivery guarantees on military installations. Offerors are encouraged to respond as early as possible in order to receive full benefit of available funds. Early White Paper submission is encouraged. BRIEF PROJECT SUMMARY: This is a 12-month Broad Agency Announcement (BAA) to solicit research proposals regarding environmental weather sensing capabilities for the Space and Missile Systems Center, Defense Weather Systems Directorate, WSFA Project Office. Estimated dollar award per contract in each Technical Objective Area: (1) Electro-Optical/Infrared (EO/IR) Environmental Sensor Up to $ 14.0 M (2) Microwave (MW) Environmental Sensor Up to $ 6.0 M (3) System & Spacecraft Up to $ 7.0 M ESTIMATED PROJECT COST: The estimated cumulative cost for all contracts awarded shall not exceed $83M (not per contract or award). This funding is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. ANTICIPATED NUMBER OF AWARDS: WSFA Project Office anticipates making multiple awards/contracts depending upon the number of White Papers selected and availability of funds. The total number of awards under this solicitation is unknown at this time. Periods of performance are planned to be 12 to 15 months per contract. GENERAL INFORMATION: This acquisition is unrestricted. This BAA is issued under the provisions of Federal Acquisition Regulation (FAR) paragraph 6.102(d)(2) that provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the result of full and open competition. The objectives of this Technology Project are designed to gain knowledge and understanding of environmental weather sensing capabilities. The results of this BAA will be used to aid in the improvement/expansion of specifications for possible future Government systems acquisition and will not be used for commercial purposes. Additionally, multiple contract awards are anticipated from this BAA and, thus, no one or two offerors will be providing a majority of input into BAA task areas. Therefore, the offeror(s) awarded a contract under this BAA will NOT be precluded from participating in any future acquisitions. A bidder's library containing reference material has been established for this BAA and can be accessed at http://bd.mcri.com/dwsd/register.aspx. Offerors shall register at this site providing the information in the applicable sections. They should be approved within 48 hours. Offerors are advised to monitor FedBizOps/WSF http://www.fbo.gov in the event this announcement is amended. Offerors must monitor these systems to ensure they receive maximum preparation time. TYPE OF CONTRACTS/INSTRUMENTS: The Air Force reserves the right to award contracts best suited to the nature of research proposed. Accordingly, the Air Force may award any appropriate contract type under the Federal Acquisition Regulation (FAR). Different contract types may be used throughout the life of the BAA. However, it is anticipated that awards will generally be Cost Plus Fixed Fee (CPFF) which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract and in compliance with applicable Cost Accounting Standards (CAS). Prospective offerors are encouraged to discuss the type of contract proposed with the appropriate Contracting Points of Contact upon notification of selection for Full Proposal. ON-LINE REPRESENTATIONS AND CERTIFICATIONS: Potential offerors are notified that effective 01 Jan 2005 to be eligible for an award, they must submit annual Electronic Representations and Certifications, otherwise known as On-line Representations and Certifications Application (ORCA) via the Business Partner Network (BPN) at http://www.bpn.gov/orca. These FAR level representations and certifications are required in addition to the representations and certifications specific to this acquisition. The Ombudsman does not diminish the authority of the project director or Contracting Officer, but communicates offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
